Commission Minutes—October 20, 2014 4381 <br /> Mr. Euren said staff from the State's Attorney's Office have a good working relationship with <br /> AFG, whose employment law services have proven to be beneficial to the county. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Bennett seconded to authorize the chairman to <br /> sign an Employee Handbook Service Agreement with Associated <br /> Financial Group to review and make revisions to the Cass County <br /> Personnel Policy Manual at a cost of$2,380. On roll call vote, the motion <br /> carried unanimously. <br /> 10. TAX-FORFEITED PROPERTY, Appraisals <br /> Michael Montplaisir, Cass County Auditor, provided a list of real estate forfeited to Cass <br /> County for delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. The list <br /> shows the minimum sales price as recommended by the County Auditor. He said as of today, <br /> the list includes 17 properties. The minimum sales price covers the unpaid taxes, costs <br /> against the property, and an estimate for 2014 taxes. The list will be published in the official <br /> county newspaper, will be posted on the county website, and cities and townships with <br /> properties will be notified of the hearing to be held on November 3, 2014. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to set the minimum sales <br /> prices as recommended by the County Auditor and set the hearing date <br /> on the minimum sales prices for 3:30 PM on November 3, 2014, in the Cass <br /> County Commission Room. On roll call vote, the motion carried <br /> unanimously. <br /> 11. VOUCHERS, Approved <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Peterson seconded to approve Voucher No. <br /> 281,335 through Voucher No. 281,649. On roll call vote, the motion carried <br /> unanimously. <br /> 12. NDACo CONVENTION; ELECTION UPDATE; FLOOD DIVERSION PRESENTATION; <br /> ALLIANCE OF NON-OIL PRODUCING COUNTIES, Committee reports <br /> Mrs. Scherling, Mr. Vanyo and Mr. Peterson attended the North Dakota Association of <br /> Counties (NDACo) convention last week. <br /> Mr. Montplaisir provided an update on the upcoming general election, and said worker training <br /> is being held this week, and four early voting precincts will be open next week. <br /> Mr. Berndt plans to attend the Clay County Commission meeting tomorrow to provide a <br /> presentation on the history of the FM Diversion Authority Board. <br /> Mr. Peterson said an alliance of non-oil producing counties is in the process of being formed <br /> in anticipation of the upcoming legislative session. Mr. Montplaisir said currently 19 counties <br /> throughout North Dakota already belong to an oil-producing alliance. <br /> 13.
