Commission Minutes—October 20, 2014 4381 Mr. Euren said staff from the State's Attorney's Office have a good working relationship with AFG, whose employment law services have proven to be beneficial to the county. MOTION, passed Mr. Vanyo moved and Mr. Bennett seconded to authorize the chairman to sign an Employee Handbook Service Agreement with Associated Financial Group to review and make revisions to the Cass County Personnel Policy Manual at a cost of$2,380. On roll call vote, the motion carried unanimously. 10. TAX-FORFEITED PROPERTY, Appraisals Michael Montplaisir, Cass County Auditor, provided a list of real estate forfeited to Cass County for delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. The list shows the minimum sales price as recommended by the County Auditor. He said as of today, the list includes 17 properties. The minimum sales price covers the unpaid taxes, costs against the property, and an estimate for 2014 taxes. The list will be published in the official county newspaper, will be posted on the county website, and cities and townships with properties will be notified of the hearing to be held on November 3, 2014. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to set the minimum sales prices as recommended by the County Auditor and set the hearing date on the minimum sales prices for 3:30 PM on November 3, 2014, in the Cass County Commission Room. On roll call vote, the motion carried unanimously. 11. VOUCHERS, Approved MOTION, passed Mrs. Scherling moved and Mr. Peterson seconded to approve Voucher No. 281,335 through Voucher No. 281,649. On roll call vote, the motion carried unanimously. 12. NDACo CONVENTION; ELECTION UPDATE; FLOOD DIVERSION PRESENTATION; ALLIANCE OF NON-OIL PRODUCING COUNTIES, Committee reports Mrs. Scherling, Mr. Vanyo and Mr. Peterson attended the North Dakota Association of Counties (NDACo) convention last week. Mr. Montplaisir provided an update on the upcoming general election, and said worker training is being held this week, and four early voting precincts will be open next week. Mr. Berndt plans to attend the Clay County Commission meeting tomorrow to provide a presentation on the history of the FM Diversion Authority Board. Mr. Peterson said an alliance of non-oil producing counties is in the process of being formed in anticipation of the upcoming legislative session. Mr. Montplaisir said currently 19 counties throughout North Dakota already belong to an oil-producing alliance. 13.
