Commission Minutes—October 20, 2014 4380 <br /> Mr. Peterson said the time and work provided by Mr. Vanyo has been immeasurable, and <br /> continuity is important to the project. Mrs. Scherling said the relationships Mr. Vanyo has <br /> formed are beneficial, and she supports the recommendation. She said county commission <br /> representation on this board is considered annually and will be reviewed again next year. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Peterson seconded to appoint Darrell Vanyo <br /> to represent Cass County on the FM Diversion Board of Authority for <br /> calendar year 2015 contingent upon a mutually agreeable compensation <br /> arrangement. Discussion: Mr. Vanyo is humbled by the comments made <br /> from commissioners and is agreeable to serving on the diversion board. <br /> He understands the time involved and if he is able to provide something <br /> positive toward the cause, he is willing to continue serving. On roll call <br /> vote, the motion carried with Mrs. Scherling, Mr. Peterson, Mr. Bennett and <br /> Mr. Pawluk voting "Yes", and Mr. Vanyo abstaining. <br /> 8. VETERANS SERVICE OFFICER, Review position; authorize to advertise after review <br /> Mr. Berndt said Launette Figliuzzi, Veterans Service Officer (VSO), submitted a letter of <br /> resignation effective October 23, 2014. He recommends the commission consider asking Fox <br /> Lawson & Associates, the county's salary consultant, to review the VSO position as well as <br /> the three other staff in the office. <br /> The entire commission participated in the interviews when Ms. Figliuzzi was hired. Mr. Pawluk <br /> recommends the same process be used this time, and asked about the time line involved in <br /> hiring the position. Mr. Berndt said it could take up to two months to complete the salary <br /> review, advertise the position and hold interviews. <br /> Mrs. Scherling has spoken with Ms. Figliuzzi about the difficulty in filling vacancies within the <br /> office, and supports all of the positions to be sent to Fox Lawson for review. There was <br /> discussion about appointing an interim director. Mr. Berndt will look into the option and report <br /> back to the commission. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to authorize a salary <br /> review by Fox Lawson & Associates for the Veterans Service Officer and <br /> other positions within the office; and following the review, authorize to <br /> advertise for a replacement for the Veterans Service Officer vacancy. On <br /> roll call vote, the motion carried unanimously. <br /> 9. PERSONNEL POLICY MANUAL REVIEW, Agreement approved with Associated <br /> Financial Group <br /> Cindy Stoick, Human Resources Supervisor, said the Cass County Personnel Policy Manual <br /> was first implemented in 1991. Since then changes have been made as issues and needs <br /> arise, but the entire document has not been reviewed. The county currently has a contract <br /> with Associated Financial Group (AFG) that provides health and welfare consulting services <br /> and human resource consulting services. Associated Financial Group has offered to review <br /> the policy manual at a discounted rate of $2,380, which includes a meeting with one of their <br /> HR consultants, a rough draft for review, a final version, and an electronic copy of the final <br /> handbook. She said the manual will be customized using up-to-date federal and state laws. <br /> The current contract also allows the county access to employment law attorneys to answer <br /> HR related questions, which the Personnel Office and State's Attorney's Office use on a <br /> regular basis. <br />
