Commission Minutes—October 6, 2014 4376 MOTION, passed Mrs. Scherling moved and Mr. Vanyo seconded to authorize the county to offer at public sale a used generator from the Annex building with proceeds to go back into the General Fund. On roll call vote, the motion carried unanimously. 12. FLOOD DIVERSION, Fiscal year 2015 budget approved Mr. Vanyo said annually the budget is considered by the FM Diversion Board of Authority, and then is forwarded to the member entities for consideration. The diversion board approved the budget for fiscal year (FY) 2015 last month. He said land acquisition and construction of the Oxbow-Hickson-Bakke levee are the predominate expenses. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve the proposed Fiscal Year (FY) 2015 Flood Diversion budget in the amount of $210,800,000. On roll call vote, the motion carried unanimously. 13. FLOOD DIVERSION MONTHLY BILLING, Approved Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month of September 2014, for engineering costs, project management services, and construction work on the OHB ring levee. The request today is to advance funds for the entire local share from the $20 million in loan proceeds. Cass County and Fargo City are equally responsible to pay back the loan. MOTION, passed Mr. Vanyo moved and Mrs. Scherling seconded to approve the expenses for the Flood Diversion Board of Authority and advance funds from the loan in the amount of $4,050,030.78 for the month of September, 2014. On roll call vote, the motion carried unanimously. 14. FLOOD CONTROL, State Water Commission payments to FM Diversion approved During the last three legislative sessions, the state legislature approved a total of $175 million to be spent on flood control costs. This is the fifth request from the FM Diversion Authority for reimbursement from the State Water Commission. The claim is for construction-related costs associated with the Oxbow-Hickson-Bakke (OHB) ring levee in the amount of$1,799,198. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman to sign the approval letter for the State Water Commission to distribute funds in the amount of $1,799,198 to the FM Diversion Authority pursuant to terms and conditions of Senate Bill 2020. On roll call vote, the motion carried unanimously. 15. FLOOD CONTROL, State Water Commission payment to City of Fargo approved During the last three legislative sessions, the state legislature approved a total of $175 million to be spent on flood control costs. This is the 31st request from the City of Fargo. Mr. Montplaisir said the reimbursement claim in the amount of $944,985 is the local match on costs for dike and levee work in Woodcrest, Hackberry and River Drive South neighborhoods in Fargo.
