Adopt a Resolution of Condolence to the family of Delwood Berndt, father of Keith <br /> Berndt, Cass County Administrator, as follows: <br /> RESOLUTION OF CONDOLENCE <br /> #2014-15 <br /> WHEREAS, the Board of Cass County Commissioners has learned of the death of Delwood <br /> Berndt, the father of Keith Berndt, Cass County Administrator, on October 2, 2014; and <br /> WHEREAS, Keith Berndt has been an employee of Cass County since June of 1992, first as <br /> the Cass County Engineer, and as the Cass County Administrator since June of 2011; <br /> THEREFORE, BE IT RESOLVED, that the Board of Cass County Commissioners does <br /> hereby express its heartfelt condolences to the family of Delwood Berndt; <br /> BE IT FURTHER RESOLVED that this resolution will be inscribed upon the permanent <br /> records of the proceedings of the Board of Cass County Commissioners and a copy <br /> forwarded to his family. <br /> Dated at Fargo, North Dakota, this 6th day of October, 2014. <br /> 6. RESOLUTION #2014-16, Approve MIDA bond and loan modification agreement for <br /> YMCA of Cass and Clay Counties <br /> Attorney Jim Stewart was present to discuss a MIDA bond and loan modification agreement <br /> for YMCA of Cass and Clay Counties. The original MIDA bond was approved in 2010 to <br /> construct and equip a health and wellness center located at 5456 30th Avenue South in <br /> Fargo. The request today is to approve a bond and loan modification agreement due to a <br /> reduced interest rate from 4.79 % to less than 4%. Paul Finstad, YMCA President, was also <br /> present. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to adopt Resolution <br /> #2014-16, Resolution Approving a Bond and Loan Modification <br /> Agreement (YMCA of Cass and Clay Counties Project). On roll call vote, <br /> the motion carried unanimously. <br /> 7. ROAD DEPARTMENT, Comprehensive Highway Plan for 2015-2019 adopted <br /> Jason Benson, County Engineer, is requesting the board adopt the Cass County <br /> Comprehensive Highway Plan for 2015-2019. He said the plan was developed to increase <br /> efficiency, maintain a high level of transparency, and serve as a five-year capital <br /> improvement plan. The board reviewed a draft in July, and the final plan needs to be <br /> approved. <br />
