Commission Minutes—August 12, 2014 4351 <br /> federal and state laws and guidelines, but also limited by the state and some of their funding <br /> sources. As contributions from federal and state funds continue to be reduced, the county is <br /> responsible to supplement more dollars for the department. <br /> Mr. Ammerman reviewed the Social Services preliminary budget for 2015 and outlined <br /> areas of increase and decrease. He also made multiple recommendations to produce <br /> agency-wide savings through reducing certain line items in the budget. <br /> Mr. Ammerman recommended removing the Contracted Attorney line item as he believes <br /> the resources within the State's Attorney office will be sufficient for the time being. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to remove the <br /> Contracted Attorney line item for $40,000 from the preliminary <br /> budget for Cass County Social Services. Discussion: Mr. Peterson <br /> asked if there is a fall back plan if independent legal representation <br /> is necessary. Mr. Ammerman said there has been no finalized <br /> decision, but he has informed Mr. Burdick of his intentions. On roll <br /> call vote, the motion carried unanimously. <br /> Mr. Ammerman recommended reducing the General Office Supplies budget from $25,000 to <br /> $23,000. <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to reduce the <br /> General Office Supplies budget by $2,000 in the preliminary budget <br /> for Cass County Social Services. On roll call vote, the motion carried <br /> unanimously. <br /> Mr. Ammerman recommended reducing the Software budget by removing the Visio software <br /> line item for $2,000 and reducing the Computer Equipment line item by removing the <br /> Surface tablets, docking stations, and accessories line items for $4,200. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to remove the line item <br /> for Visio software for $2,000 and remove the line items for Surface <br /> tablets, docking stations, and accessories in the amount of $4,200 <br /> from the preliminary budget for Cass County Social Services. On roll <br /> call vote, the motion carried unanimously. <br /> Mr. Ammerman recommended reducing the Office Equipment budget by removing the line <br /> item for a copier replacement on the 2"d floor for $8,310. The office is moving towards a <br /> paperless system and it does not need to be replaced. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to remove the line item <br /> for the second floor copy machine in the amount of $8,310 from the <br /> preliminary budget for Cass County Social Services. On roll call <br /> vote, the motion carried unanimously. <br /> Mr. Ammerman said the Affordable Care Act (ACA) has greatly increased the caseloads in <br /> the Economic Assistance division. Cass County has 3,003 approved ACA cases, and 1,922 <br /> which are single program ACA cases. As a result, Mr. Ammerman has structured a unit that <br /> deals solely with ACA cases.
