Commission Minutes—August 12, 2014 4349 <br /> Ms. Bachmeier discussed the Fargo Cass Public Health Jail budget for nursing services in <br /> the amount of $442,345, which is a 17% increase from last year and includes three part- <br /> time LPN position requests. <br /> Mr. Peterson asked why three additional staff members are being requested this year as <br /> there have been no significant changes in operations. Ms. Bachmeier said the inmate <br /> population numbers have remained high, yet steady, but the complexity of services needed <br /> has changed. Many inmates require medication, which takes a large amount of time to <br /> dispense, and the addition of more federal inmates has also had an effect. As a result, <br /> required health assessments and tuberculosis screenings are not being completed. There <br /> has also been increased staff turnover due to burnout. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to remove two part- <br /> time nurse positions from the Fargo Cass Public Health Jail budget. <br /> Discussion: Mr. Pawluk said although he is not eager to add three <br /> positions to the budget, he believes there is a responsibility to add <br /> nursing staff as the jail population increases. He believes the <br /> increase should be more than one staff person. On roll call vote, the <br /> motion carried with Mr. Vanyo, Mr. Peterson, and Mrs. Scherling <br /> voting in favor; Mr. Pawluk and Mr. Bennett opposed. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the <br /> amended Fargo Cass Public Health Jail preliminary budget for 2015. <br /> On roll call vote, the motion carried unanimously. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for Fargo Cass Public Health as presented. On <br /> roll call vote, the motion carried unanimously. <br /> 9. COUNTY PARK <br /> The County Park Board is requesting $48,400 for 2015. There is a line item to replace the <br /> last primitive toilet at Brewer Lake. Some of this cost will be defrayed by grant funds. The <br /> park has continued to improve and generate more positive feedback. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to approve the 2015 <br /> preliminary budget for the County Park as presented. On roll call <br /> vote, the motion carried unanimously. <br /> 10. MISCELLEANOUS COUNTY FUNDS <br /> Debt Service Fund <br /> Mr. Montplaisir said the mill levy has been lowered on the Debt Service Fund, and the <br /> payments are set. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Vanyo seconded to approve the 2015 <br /> preliminary budget for the Debt Service Fund in the amount of <br /> $1,011,159 as presented. On roll call vote, the motion carried <br /> unanimously. <br />
