Commission Minutes—August 12, 2014 4349 Ms. Bachmeier discussed the Fargo Cass Public Health Jail budget for nursing services in the amount of $442,345, which is a 17% increase from last year and includes three part- time LPN position requests. Mr. Peterson asked why three additional staff members are being requested this year as there have been no significant changes in operations. Ms. Bachmeier said the inmate population numbers have remained high, yet steady, but the complexity of services needed has changed. Many inmates require medication, which takes a large amount of time to dispense, and the addition of more federal inmates has also had an effect. As a result, required health assessments and tuberculosis screenings are not being completed. There has also been increased staff turnover due to burnout. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to remove two part- time nurse positions from the Fargo Cass Public Health Jail budget. Discussion: Mr. Pawluk said although he is not eager to add three positions to the budget, he believes there is a responsibility to add nursing staff as the jail population increases. He believes the increase should be more than one staff person. On roll call vote, the motion carried with Mr. Vanyo, Mr. Peterson, and Mrs. Scherling voting in favor; Mr. Pawluk and Mr. Bennett opposed. MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve the amended Fargo Cass Public Health Jail preliminary budget for 2015. On roll call vote, the motion carried unanimously. COUNTY PARK The County Park Board is requesting $48,400 for 2015. There is a line item to replace the last primitive toilet at Brewer Lake. Some of this cost will be defrayed by grant funds. The park has continued to improve and generate more positive feedback. MOTION, passed Mr. Peterson moved and Mr. Vanyo seconded to approve the 2015 preliminary budget for the County Park as presented. On roll call vote, the motion carried unanimously. 10. MISCELLEANOUS COUNTY FUNDS Debt Service Fund Mr. Montplaisir said the mill levy has been lowered on the Debt Service Fund, and the payments are set. MOTION, passed Mrs. Scherling moved and Mr. Vanyo seconded to approve the 2015 preliminary budget for the Debt Service Fund in the amount of $1,011,159 as presented. On roll call vote, the motion carried unanimously.
