Commission Minutes—August 11, 2014 4344 <br /> rising number of caseloads, and the office is in the process of transitioning to a paperless <br /> office. Mr. Burdick believes current support staff is working at maximum capacity, and <br /> there is a need for an additional staff person; therefore, he is requesting an A13 Secretary <br /> position. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for the State's Attorney Office as presented. On <br /> roll call vote, the motion carried unanimously. <br /> Mr. Montplaisir asked if the new employee could be funded from the State's Attorney Asset <br /> Forfeiture Fund, which has a balance of over $200,000. Mr. Burdick said it is an option, <br /> but it is not sustainable and next year the position's funding would come from General <br /> Fund. Mr. Peterson suggested using some of the money in the Asset Forfeiture Fund for <br /> software licenses and computer equipment included in the budget this year. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to reimburse the <br /> $31,000 software line item plus the $10,350 computer equipment line <br /> item for a total of $41,350 in the State's Attorney Office budget <br /> through the State's Attorney Asset Forfeiture Fund. Discussion: Mr. <br /> Montplaisir said by leaving the line items in the original State's <br /> Attorney budget and doing a reimbursement through the Asset <br /> Forfeiture Fund, the historical budget record will be kept intact for <br /> next year's budgeting process. On roll call vote, the motion carried <br /> unanimously. <br /> 21. RURAL AMBULANCE ASSOCIATION <br /> Jim Jager, President of the Rural Ambulance Association, was present along with <br /> members of other rural ambulance agencies to discuss the budget for 2015. The request <br /> is $210,000 compared to $195,000 last year. Mr. Jager said the budget is identical to last <br /> year's, with the exception of a one-time request of $15,000 for updates to the Mass <br /> Casualty Incident Truck, which is in need of emergency lighting, scene lighting, lettering, <br /> roll out shelves, and other miscellaneous items. The vehicle is an old beer truck that was <br /> donated to the Rural Ambulance Association last year. A FEMA grant helped to upgrade <br /> and outfit the truck to have the capability to treat 20 medical patients in the event of a <br /> disaster. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for the Rural Ambulance Association as <br /> presented. On roll call vote, the motion carried unanimously. <br /> 22. VALLEY WATER RESCUE <br /> Valley Water Rescue volunteer Pete Fendt was present to discuss the proposed budget for <br /> their organization, which was established in 1993. They are requesting $43,500 for 2015, <br /> compared to $34,290 in 2014. Mr. Fendt said the increase is a result of using more search <br /> dogs. Search dogs require training, certifications, and insurance. <br /> Mr. Montplaisir said the budget for Valley Water Rescue is a line item in the Sheriffs <br /> Department budget, but Clay County, Moorhead, West Fargo, and Fargo all pay back a <br /> percentage of the budget. Cass County's percentage is 8.2%, which would be $3,872 of <br /> the current request. <br />
