Commission Minutes—August 11, 2014 4343 <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to approve the <br /> 2015 preliminary budget for the GFMEDC at $566,000. On roll call <br /> vote, the motion carried with Mr. Peterson, Mrs. Scherling, Mr. Vanyo <br /> and Mr. Pawluk voting in favor; Mr. Bennett opposed. <br /> 17. CASS COUNTY HISTORICAL SOCIETY <br /> Emily Wehlander, Interim Executive Director of the Cass County Historical Society, was <br /> present. Also present was Brenda Warren, who will be taking over as Executive Director <br /> later this month. Their organization is requesting $125,000 compared to $75,000 in funding <br /> received last year. <br /> Ms. Wehlander said there are 43 buildings at Bonanzaville and maintenance is costly. <br /> Also, their church was damaged by fire last month and it has been determined that <br /> demolition is the best option. The church is insured for $27,600 and demolition costs will <br /> be $30,000. She said their organization has been working to attract additional members <br /> and as a result, memberships increased by 50% over the last year. <br /> The commission supports the work of the Historical Society, but as discussed previously, <br /> the board is looking at all of the budgets closely. Mr. Pawluk asked about the budget <br /> amount using the "zero mill increase" formula. Mr. Montplaisir said it would be $77,522. <br /> MOTION, failed for lack of a second <br /> Mr. Bennett moved to approve the 2015 preliminary budget for the <br /> Cass County Historical Society in the amount of $100,000. The <br /> motion failed due to lack of a second. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the 2015 <br /> preliminary budget for the Cass County Historical Society in the <br /> amount of $77,522. On roll call vote, the motion carried with Mr. <br /> Vanyo, Mr. Peterson, Mrs. Scherling and Mr. Pawluk voting in favor; <br /> Mr. Bennett opposed. <br /> 18. RECESS FOR LUNCH <br /> The Commission recessed for lunch at 11:53 AM. <br /> 19. RECONVENE <br /> The meeting reconvened at 1:00 PM for further budget review with all commissioners <br /> present. <br /> 20. STATE'S ATTORNEY <br /> Birch Burdick, State's Attorney, was present to discuss the preliminary 2015 budget for the <br /> State's Attorney Office. Except for salary and benefit related increases for current staff <br /> and the addition of a new support staff position, the proposed budget is down from 2014 by <br /> $22,000. <br /> Mr. Burdick said as law enforcement has changed to incorporate more technology, a larger <br /> burden has been placed on the State's Attorney Office to access, download, and review <br /> material. The ND Supreme Court has a "zero error" tolerance for the State's Attorney to <br /> provide all information generated in this discovery process. In addition, there have been a <br />
