Commission Minutes—August 18, 2014 4360 <br /> Mrs. Scherling researched employee wellness programs and is now supportive of the <br /> concept. She believes a key component is to hire a consultant with a proven track record <br /> that supports lower health insurance costs as a result of wellness programs. <br /> Mr. Pawluk questioned whether the health insurance premiums are too low considering the <br /> rate of increase for health care costs. Mr. Montplaisir said the proposed rate of increase will <br /> suffice with the current health plan; however, further study is needed before any additional <br /> increases are implemented. Mr. Montplaisir said the county could choose a different plan <br /> that is less expensive, and the cost savings could be used toward the wellness program. <br /> Mr. Vanyo highly encourages the county to begin the process of establishing a wellness <br /> program for employees. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the preliminary <br /> budget in the amount of $88,300,207 with a maximum mill levy of 71.82 <br /> mills and to set a hearing on the preliminary budget for September 15, <br /> 2014, at 6:00 PM in the Cass County Commission Room, 211 9th Street <br /> South, Fargo, North Dakota; and further move to direct the county <br /> auditor to publish and mail the required public notices prescribed by <br /> state law. On roll call vote, the motion carried unanimously. <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to authorize the <br /> Insurance Committee and Wellness Committee to review the health <br /> insurance policies and rates and to make a recommendation to the <br /> County Commission at their first meeting in November regarding the <br /> Health Insurance Program and Wellness Plan for 2015. On roll call vote, <br /> the motion carried unanimously. <br /> The media will be notified of the change in meeting time to 6:00 PM on Monday, September <br /> 15th. Also, the board agreed to cancel the Group "A" rotational meeting scheduled that day. <br /> 8. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to approve Voucher No. <br /> 280,209 through Voucher No. 280,496. On roll call vote, the motion <br /> carried unanimously. <br /> 9. COURTHOUSE VANDALISM; SECURITY STATION UPGRADES; 911 FEE INCREASE; <br /> SPACE ANALYSIS & FEASIBILTY STUDY; FLOOD DIVERSION MEETINGS, Committee <br /> reports <br /> Mr. Berndt discussed three vandalism incidents at the Cass County Courthouse over the <br /> last week. He said a suspect was arrested this morning in connection with the incidents. <br /> Mr. Berndt provided an update on security station improvements at the Annex and <br /> Courthouse. He said work is complete at the Annex location, and work on the Courthouse <br /> station is in progress and should be done in the next couple weeks. <br /> Mr. Berndt said today the Fargo City Commission will discuss an increase to their 911 fees. <br /> There has been discussion about having only one fee for the entire county, including Fargo <br />
