Commission Minutes—August 4, 2014 4333 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS AUGUST 4, 2014 1. MEETING CALLED TO ORDER Chairman Ken Pawluk called the meeting to order at 3:30 PM with members present as follows: Darrell Vanyo, Mary Scherling, Vern Bennett, and Ken Pawluk. Chad M. Peterson was absent. 2. PLEDGE OF ALLEGIANCE Heather Worden led the Pledge of Allegiance. 3. MINUTES APPROVED MOTION, passed Mr. Bennett moved and Mrs. Scherling seconded that the minutes of the previous meeting be approved as written. Motion carried. 4. AGENDA, Order approved MOTION, passed Mr. Vanyo moved and Mr. Bennett seconded to approve the order of the agenda with the addition of the Flood Diversion monthly billing to the regular agenda. Motion carried. 5. CONSENT AGENDA APPROVED MOTION, passed Mrs. Scherling moved and Mr. Bennett seconded to approve the consent agenda as follows: On roll call vote, the motion carried unanimously. a. Approve a raffle permit for Four Corners Wildlife Club to be held on January 31, 2015, at the Senior Citizen Center in Emben, North Dakota; and approve a raffle permit for Nora Lutheran WELCA to be held on October 4, 2014, at Nora Lutheran Church in Gardner, North Dakota. b. Approve a special event permit for the West Fargo Speedway Steakhouse & Event Center to serve alcoholic beverages on June 27, 2015, during the hours of 5:00 PM to midnight for a wedding reception to be held at Bonanzaville, U.S.A., in West Fargo, North Dakota. c. Authorize the chairman to sign a purchase order with Luther Family Ford in the amount of $32,196 for one 2014 Ford Interceptor vehicle for the Sheriff's Office School Resource Deputy to be paid with funds received from the four participating school districts. d. Authorize the chairman to sign a letter to Government Payment Services, Inc. cancelling their services for credit card transactions used for jail bonding. e. Contract approval - OpenGov—website software services for presentation of government financial data; - Executime Software LLC—addendum to application services agreement adding mobile access and scheduling system to the current timecard management system. 6. RESOLUTION #2014-13, MIDA bond refinancing for Pioneer House Assisted Living Cass County issued MIDA bonds in 2010 to refund an outstanding debt issued in 1999 and to remodel the existing facility and expansion of therapy space at Pioneer House located at 3540 South University Drive in Fargo.
