Commission Minutes—November 19, 2012 4083 <br /> 6. SHERIFF'S OFFICE, Presentation of award <br /> Sheriff Paul D. Laney thanked the board for the opportunity to present an award of <br /> appreciation today to Pastor Curt Frankhauser. Mr. Frankhauser has served as the Cass <br /> County Jail Chaplain for 33 years and is retiring this year. <br /> Pastor Frankhauser said he was first asked to serve as chaplain by Sheriff Don Rudnick. <br /> He said it has been a joy to serve at the jail, and he thanked the county for the award. <br /> 0 ROAD DEPARTMENT, Maintenance agreement approved for culvert/drop structures <br /> under County Highway 31 <br /> Jason Benson, Cass County Engineer, was present. He said 20 years ago, the Natural <br /> Resources Conservation Service (NRCS) constructed storm water drop structures as part of <br /> an erosion control improvement project in Sections 23 and 26 of Harwood Township, <br /> located just north of Cass County Highway 22 in the ditch along Cass County Highway 31. <br /> The Southeast Cass Water Resource District (WRD) served as sponsor of the project, and <br /> the NRCS maintained the site; however, the maintenance period is due to expire. Since this <br /> drop structure is primarily a culvert under Cass County Highway 31, he believes it is <br /> appropriate that the county takes over responsibility to maintain it. He said the structure will <br /> be inspected annually by the WRD. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mrs. Sorum seconded to approve a maintenance <br /> agreement between Southeast Cass Water Resource District and Cass <br /> County for critical area treatment improvement projects (culvert/drop <br /> structures) in Sections 23 and 26 in Harwood Township located under <br /> Cass County Highway 31. On roll call vote, the motion carried <br /> unanimously. <br /> 8. FLOOD SALES TAX PROJECTS, Reimbursement to City of Oxbow approved <br /> Michael Montplaisir, Cass County Auditor, said earlier this year the Flood Sales Tax <br /> Committee and Cass County Commission approved an allocation not to exceed $140,000 <br /> toward a local match for a flood control project in the City of Oxbow. The city submitted <br /> invoices and is requesting $105,284.29 for half of the local cost share with the remaining <br /> half paid by Oxbow. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Vanyo seconded to reimburse the City of <br /> Oxbow in the amount of$105,284.29 as the county share of the local cost <br /> for a flood protection project in Oxbow. On roll call vote, the motion <br /> carried unanimously. <br /> 9. HEALTH AND DENTAL INSURANCE, Contract and rates approved with Blue Cross <br /> Blue Shield <br /> Mr. Montplaisir said various options were considered when reviewing health and dental <br /> insurance plans for 2013 with the representative from Associated Financial Group (AFG). <br /> He said due to lack of sufficient time to fully review other choices and collect feedback from <br /> the board and employees, he recommends the county continue with the current contract for <br /> next year. <br /> Mr. Montplasir said the budget for 2013 was figured using a 14% increase in health <br /> insurance premiums. He said staff will work with AFG over the next year to consider different <br /> plans for 2014. <br />
