<br />Memorandum of Understanding <br /> <br />WHEREAS, the State of North Dakota, acting through its Division of Emergency Management <br />(DEM), has granted funds to Cass County (COUNTY) to develop and conduct a National <br />Incident Management System (NIMS) Training Course for delivery to representatives from state, <br />local, and tribal governments and the private sector and nongovernmental organizations that have <br />a role in disaster response and recovery. <br /> <br />WHEREAS, the North Dakota Association of Counties (NDACo) and the North Dakota League <br />of Cities (NDLC) have together successfully developed and conducted similar statewide training, <br />using the Institute for Local Government (ILO), which was incorporated as a not-for-profit entity <br />specifically for the delivery of training and education to local government officials and <br />employees, and; <br /> <br />WHEREAS the COUNTY is willing to employ the organizational resources of ILG to assist the <br />COUNTY and DEM in this effort; and; <br /> <br />NOW, THEREFORE, in consideration of this mutual agreement, the COUNTY, NDACo, NDLC <br />and ILG agree to enter into this contract for services as set out in this memorandum of <br />understanding. <br /> <br />1. The COUNTY will serve as a recipient of a grant in the amount of $200,000.00 from the <br />North Dakota Division of Emergency Management for the purpose of developing and <br />conducting a NIMS training course throughout the State of North Dakota. <br /> <br />2. The COUNTY agrees to transfer the grant funds to ILG for the purpose of meeting all of <br />the grant requirements established by DEM. <br /> <br />3. ILO will use these funds to develop a training course that will explain NIMS and describe <br />its purpose, principles, key components and benefits. The course will be interactive, <br />including an exercise activity that will help the course participant understand NIMS <br />concepts. The course length will be dependent on course design in meeting the learning <br />criteria. <br /> <br />4. ILG will submit the course to DEM for review and DEM will in turn submit the course to <br />the Office of Domestic Preparedness for approval. ILO understands that modifications to <br />the course may be necessary to attain full approval status. <br /> <br />5. ILG will deliver the NIMS training course to representatives from state, local, and tribal <br />governments and the private sector and nongovernmental organizations that have a role in <br />disaster response and recovery. All response disciplines including emergency <br />management, elected and appointed officials, fire, law enforcement, public works, <br />emergency medical, public health, hospitals, and others will be included in the training. <br /> <br />6. ILO will conduct and solicit evaluations for each course offering, the results of which <br />will be submitted to DEM. Course adjustments may be necessary based on the <br />evaluations. <br />
