Commission Minutes—July 21, 2014 4329
than compelling the collection of the sales and use tax dedicated for such debt pursuant
to this resolution.
5. This resolution shall take effect immediately upon adoption.
Dated this 21st day of July 2014.
7. SHERIFF'S OFFICE, Request for one full-time School Resource Deputy approved
Sheriff Paul D. Laney said two of the four rural school districts have chosen to fund a full-
time School Resource Deputy (SRD) at each of their facilities. He said Northern Cass and
Maple Valley have both agreed to contribute 75% of the salary and benefits, which is
$50,457 from each school. If approved, the county would be responsible for the remaining
costs. The fiscal budget year begins July 1st for schools, and both have requested the
position to begin at the start of the 2014-2015 school year.
Sheriff Laney is requesting one additional full-time SRD position. The deputy will
supplement the patrol division during the summer months when not working with the school
resource program. He said Central Cass and Kindred schools contribute one-third of the
salary and will continue to have a deputy present for one-third of the time.
Mr. Bennett prefers the school district to cover 100% of the costs. Sheriff Laney said the
current cost share was agreed upon because the position spends 75% of the year at the
schools with the other 25% assisting the Sheriff's Office. Mr. Peterson said the program
spreads good will within the schools, and he supports its mission.
MOTION, passed
Mr. Vanyo moved and Mrs. Scherling seconded to authorize the Cass
County Sheriffs Office to hire one full-time School Resource Deputy for
Northern Cass or Maple Valley School District effective August 1, 2014.
On roll call vote, the motion carried unanimously.
8. JAIL INMATE PHONE SERVICES, Securus Technologies contract amendment
approved for automated phone system
Captain Andy Frobig said the county currently contracts with Securus Technologies for the
inmate phone system at the Cass County Jail. For consideration is an amendment to
master services agreement for automated information services (AIS) to reduce the number
of phone calls handled by staff. He said the county is able to receive this service at a
discounted rate of $1.00 monthly per average daily population if it agrees to two
requirements: to enable an additional voice mail feature at $3.95 per message available to
inmates who set up an account with Securus; and to accept credit card deposits to fund
inmate accounts.
There was discussion about the 20% commission that the county would receive from the
$3.95 cost for the voice mail service. Captain Frobig said the county does not have to
accept the commission generated from the service if the board is uncomfortable with this
arrangement.
MOTION, passed
Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman
to sign the amendment to the agreement with Securus Technologies, Inc.
to provide an automated information service allowing inmates, friends,
and families the ability to open or fund a pre-paid telephone account; and
