RECEIVED
CASS COUNTY
G O V E R N M E N T TO: Cass County Commission 'JUL 1 1 2014'
111116111 FROM: Kay Anderson, GIS Programs Manager CASS COUNTY COMMISSION
DATE: July 11, 2014
Information
Technology SUBJECT: GIS consultant services
The technology and business needs for Cass County's tax parcel maintenance has
Terry Schmaltz surpassed the current systems used in Cass County, which prompted the County to
IT Director seek an upgrade to the current system. The County is looking to migrate existing tax
701-241-5723 parcel data to the ESRI Local Government Information Model including the parcel
Kay Anderson fabric.
GIS Manager
701-241-5762 The parcel data, subdivisions, lots, blocks and associated information are all
currently maintained as independent layers within the database. This makes it
difficult to maintain the correct spatial relationships without introducing error.
The parcel fabric is a new method for parcel management that helps governments
by replacing manual editing of cadastral information with a geospatially integrated
data model. The tax parcel editing map organizes the survey framework,
subdivisions, lots, tax parcels and right of way in a fabric model that can be easily
maintained in the ArcGIS Desktop software. The new parcel data model confirms to
a set of rules that continually refine the existing parcel data and make land
information easier to edit, track, and share throughout the organization and with
the public.
Three other GIS departments in the metro area (City of Fargo, City of Moorhead and
Clay County) have already migrated to this model and it would improve data sharing
between the entities if Cass County proceed with this migration. Having data in the
parcel fabric model would also enable Cass County to fully utilize application and
map templates in the online GIS environment (ArcGIS online). The parcel fabric is
fast becoming the industry standard for parcel management and Cass County will be
restricted in how they can move forward with applications if they do not convert
their data.
Migrating the existing parcel data will involve a pilot area phase, migration phase
and programming services to migrate the data and integrate it with existing
processes.
This is a budgeted request for 2014.
Box 2806
211 Ninth Street South SUGGESTED MOTION:
Fargo,North Dakota 58108 Move to authorize the chair to sign the contract for parcel fabric migration services
schmaltzt @casscountynd.gov with Pro-West&Associates, Inc. in the amount of$16,026.88
www.casscountynd.gov
