Commission Minutes—June 16, 2014 4310 <br /> b. Approve a special event permit for B & G Beverages II, Inc. d/b/a the Town Hall Bar to <br /> serve alcoholic beverages on Saturday, June 21, 2014, during the hours of 12:00 PM to <br /> 2:00 AM on June 22, 2014, for a wedding reception at Bonanzaville, U.S.A. in West <br /> Fargo, North Dakota; and approve a special event permit for B & G Beverages II, d/b/a <br /> the Town Hall Bar to serve alcoholic beverages on Saturday, June 21, 2014, during the <br /> hours of 12:00 PM to 2:00 AM on June 22, 2014, for a Quinceanera event at the Red <br /> River Valley Fairgrounds in West Fargo, North Dakota. <br /> c. Receive financial statement from the Auditor's Office for the month ended May 31, 2014. <br /> d. Authorize the chairman to sign the township road mileage certification for 2014. <br /> e. Authorize the county to allow the Sheriff's Office to apply for a Drug Collection Unit from <br /> CVS Pharmacy through the Medication Disposal for Safer Communities Program to <br /> safely dispose of unwanted, unused, and expired medications. <br /> f. Receive and file Indemnity Bond on Lost Instrument for Northern Engine Supply; and <br /> authorize the county auditor and county treasurer to issue a duplicate check. <br /> g. Contract approval <br /> - Flood lot lease renewals for 2014. <br /> 6. RESOLUTION #2014-8, Public hearing/final approval of MIDA Bond for Essentia <br /> Health <br /> The commission adopted a resolution last month giving preliminary approval for a MIDA <br /> Bond application for Essentia Health. The application is for the construction and equipping <br /> of a 125,000 square foot expansion to the in-patient facilities in an amount not to exceed <br /> $50 million. The facility is owned by Innovis Health, LLC and is located at 3000 32nd <br /> Avenue South in Fargo, North Dakota. The project will provide improved and enhanced <br /> diagnostic, treatment, registration and dietary services for the hospital. <br /> The chairman opened the public hearing for comments and hearing none, closed the public <br /> hearing. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to adopt Resolution <br /> #2014-8, Approving the Issuance and Sale of Healthcare Facilities <br /> Revenue Bonds, Series 2014 (Essentia Health Obligated Group), and <br /> Authorizing the Execution of Documents Relating Thereto. On roll call <br /> vote, the motion carried unanimously. <br /> 7. PROPERTY TAX INCENTIVE FOR CITY VIEW FUEL LLC, Item tabled until next <br /> meeting <br /> Michael Montplaisir, Cass County Auditor, provided some background information about a <br /> property tax incentive application from City View Fuel, LLC, a business located in Pontiac <br /> Township. The request is for payment in lieu of taxes (PILOT) for years 2014 through 2019. <br /> A public hearing is scheduled for today to allow competitors the opportunity to make any <br /> comments. Enderlin Public School District sent a letter in support of the property tax <br /> incentive. <br /> City View Fuel, LLC is a business that provides bulk fuel storage for farm deliveries along <br /> with a convenience store that retails groceries, tobacco, off sale alcohol, sundries, oil parts <br /> and hot and cold prepared food. The tax incentive is for the construction of a 4,000 square <br /> foot Morton building to be used as a convenience store with 3 fuel islands and bulk storage, <br /> which was completed in June of 2013. <br />
