FEMA will render a Phase II determination upon completion of <br /> this review. <br /> • Any costs incurred prior to the date of this approval will be disallowed. If the sub-grantee is <br /> unable to complete Phase I activities within the approved activity completion timeframe,the <br /> sub-grantee through the Grantee must submit a formal written request for a time extension <br /> with justification to the Mitigation Director. The request must be received by FEMA no later <br /> than 60 days prior to the expiration of the activity completion timeframe. Failure to submit <br /> timely and complete extension requests may result in a de-obligation of any funds not <br /> disbursed by the Grantee within the approved activity completion timeframe. <br /> Phase II Other Conditions: <br /> • All necessary measures must be taken to minimize fugitive dust emissions created during <br /> construction activities.Any complaints that may arise are to be dealt with in an efficient and <br /> effective manner. <br /> • Noise from construction activities may have adverse effects on persons who live near the <br /> construction area.Noise levels can be minimized by ensuring that construction equipment is <br /> equipped with a recommended muffler in good working order.Noise effects can also be <br /> minimized by ensuring that construction activities are not conducted during early morning or <br /> late evening hours. <br /> 17 <br />
