Commission Minutes—June 2, 2014 4307 <br /> Mr. Berndt said he and Sheriff's Office staff met with Foss Architecture to discuss the space <br /> analysis and feasibility study. The Sheriff's Office is currently gathering additional <br /> information requested at the meeting. Consultant Dennis Kimme will be in town the week of <br /> June 30th to meet with staff. <br /> Mr. Berndt said the Legislative Water Topics Overview Committee will meet on June 23rd <br /> and June 24th in Bismarck, and a presentation will be provided on the diversion project. The <br /> North Dakota State Water Coalition, which the county is a member, is hosting an evening <br /> event with legislators from the committee on June 23rd <br /> Mr. Vanyo said with the recent passage of the Water Resources Reform & Development Act <br /> (WRRDA) bill, discussions have begun with the Corps of Engineers to look at alternative <br /> financing options for the diversion project. He said the next meeting of the Flood Diversion <br /> Board of Authority is scheduled for Thursday, June 12th <br /> Mr. Berndt said on-site construction for security station upgrades at the Courthouse and <br /> Annex will start in the upcoming weeks. He said pre-fabrication work has been done off-site <br /> to help alleviate disruption for the public as well as staff. <br /> Mrs. Scherling attended the quarterly meeting of Lake Agassiz Regional Council last week <br /> and will be attending a two-day workshop hosted by the Red River Basin Commission later <br /> this week. <br /> Mr. Montplaisir said early voting precincts for the Primary Election opened today at the <br /> Doublewood Inn and Hilton Garden Inn in Fargo, and will open on Wednesday at the Days <br /> Inn in Casselton. The hours are 10:00 AM to 7:00 PM and all three precincts will be open <br /> through Friday, June 6th <br /> Mr. Pawluk met with officials from Oxbow to discuss taxable valuations in the city. The <br /> State Board of Equalization lowered values in Oxbow by 20% two years ago because of <br /> impacts associated with the diversion project, possible buyouts, and difficulties in selling <br /> properties. Since then, the Oxbow/Hickson/Bakke (OHB) levee option has been approved. <br /> He said residential valuations will increase by 6% for 2014, and Oxbow will ask for a <br /> reassessment of the entire city once the OHB levee is completed. <br /> 15. CORRESPONDENCE, Received and filed <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> - Notice of public hearing regarding the potential formation of the Garsteig-Embden <br /> Maintenance District to be held on June 5, 2014, at 9:30 AM conducted by Maple River <br /> Water Resource District at the Cass County Highway Department; <br /> - Notice of public hearing regarding special assessments for the Upper Maple Flood <br /> Protection District No. 1 Project to be held on June 25, 2014, at 10:00 AM in the Page <br /> Auditorium; <br /> - Letters from the North Dakota Department of Transportation regarding bridge structures <br /> that need load limit postings; bridge structures requiring scour and channel profile <br /> inspections; and bridge structures with Alert Code 3 designations; <br />
