Commission Minutes—June 2, 2014 4305
Ed Ployhart, 606 Chapin Drive in Harwood, was present. Mr. Ployhart believes the
assessment of$454,600 is too high. Mr. Klein said an appraisal of the property was done in
August of 2012, which gave a value of$426,165. Mr. Klein referred to another sale this year
in the same subdivision for $521,000, and recommends the assessment of $454,600 be
upheld as equalized by the Harwood City Board of Equalization. He said Mr. Ployhart also
received a $150,000 new home tax exemption the last two years through the City of
Harwood.
MOTION, passed
Mr. Vanyo moved and Mr. Peterson seconded that the appeal for Ed
Ployhart be denied on property located at 606 Chapin Drive in Harwood,
and the assessment be upheld as equalized by the Harwood City Board
of Equalization. On roll call vote, the motion carried unanimously.
Lynn Harrie, 3326 11th Street South in Fargo, was present. Ms. Harrie said last fall her
entire neighborhood was reassessed. She also had a professional appraisal done which
values her home at $302,000 while the city assessment is $323,000. She believes her
property is overvalued compared to other homes in her neighborhood. Mr. Huschka will
send an assessor from the city to inspect the property, and will make a recommendation at
the next meeting.
Mr. Klein discussed a request from Brent Johnson, 8504 South University Drive in Stanley
Township, to review his assessment. The owner believes there is a discrepancy in the
assessment, and he was not able to appear before the Stanley Township Board of
Equalization. Mr. Klein visited the property and found the square footage of the house listed
on the appraisal and assessment record was incorrect. As a result, he recommends the
value be lowered by $19,900 based on the structure being 181 square feet smaller than
indicated. Mr. Klein advised the owner to file an abatement of taxes if there are any other
issues.
MOTION, passed
Mrs. Scherling moved and Mr. Bennett seconded that the residential
structure assessment for Brent Johnson be reduced by $19,900 on
property located at 8504 South University Drive in Stanley Township as
recommended by the Director of Equalization and the Stanley Township
Assessor. On roll call vote, the motion carried unanimously.
Mr. Klein discussed a request from LeeVon Sauvageau, 8520 South University Drive in
Stanley Township, to review her assessment. She was not able to appear before the
Stanley Township Board of Equalization. The owner recently built a rambler with an
attached garage, which is valued at $343,800. An appraisal done for mortgage purposes
valued the property at $330,000. Mr. Klein visited the property and measured the structure,
which appears correct based on the appraisal and assessment records. Ms. Sauvageau
feels the lot value is high compared to lots in a subdivision south of her property. Mr. Klein
recommends the assessment be upheld and advised the owner to file an abatement of
taxes if there are additional issues she wants addressed.
MOTION, passed
Mr. Peterson moved and Mr. Vanyo seconded that the assessment be
upheld for LeeVon Sauvageau on property located at 8520 South
University Drive in Stanley Township as equalized by the Stanley
Township Board of Equalization. On roll call vote, the motion carried
unanimously.
