CASS COUNTY
GOVERNMENT RECEIVED
May 23rd, 2014
Cass County Board of Equalization
MAY 272014"
211 9`h St S CASS COUNTY COMMEISiON
Fargo, ND 58103
Auditor Dear Board Members:
Michael Montplaisir,CPA The Cass County Board of Equalization is scheduled for Monday, June 2nd,
701-241-5601 starting at 3:30 PM. The board meets to hear any appeals and to equalize
assessments among the various jurisdictions.
Treasurer
The property tax is budget driven, in that budgets determine the total amount of
Charlotte Sandvik tax to be collected. Assessments determine how much each property will bear in
701-241-5611 relation to the total tax burden. Statutes require residential and commercial
property be valued at market value and that agricultural property be valued at its
Director of productivity value.
Equalization I expect the Cass County net taxable valuation to increase at least 5%.
Frank Klein Agricultural land was increased 9% for 2014, based on the certified value
701.241.5616 provided by the state tax department.
The assessment sales ratio study indicates that Cass County is out of compliance
with residential and commercial assessments outside of the cities of Fargo and
West Fargo. The residential assessment ratio is 86.4% and the commercial
assessment ratio is 89.1%. The state board of equalization requires that the
overall assessment ratio fall between 90%-100%. The recommendations
attached will bring Cass County into compliance.
I'm currently reviewing individual appeals and will provide recommendations at
a later date.
If you have any questions or would like additional information, please contact
me at 241-5617.
Sincerely,
Frank Klein
Cass County Director of Equalization
Box 2806
211 Ninth Street South
Fargo,North Dakota 58103
Fax 701-241-5728
www.casscountynd.gov
