Commission Minutes—May 5, 2014 4294 <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Vanyo seconded to approve the expenses <br /> for the Flood Diversion Board of Authority in the amount of $512,826.35 <br /> for month of April, 2014. On roll call vote, the motion carried <br /> unanimously. <br /> 13. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to approve Voucher No. <br /> 277,892 through Voucher No. 278,073. On roll call vote, the motion <br /> carried unanimously. <br /> 14. ABATEMENT HEARING FOR DOUG BURGUM, Value reduced for 2009 and 2010 <br /> Mr. Klein provided handouts with additional information from the Stanley Township Board <br /> and the township assessor regarding the abatement applications for Doug Burgum. He <br /> discussed the actual assessments for both parcels which include agricultural land, <br /> residential land and residential structure values. He said the total assessment for both <br /> parcels is $1,799,600 for 2009 and $1,805,300 for 2010. <br /> Originally the township board placed a zero value on the basement foundation, and <br /> suggested the applicant order an appraisal if he wanted a further reduction. Mr. Klein said <br /> Stanley Township reconsidered the abatement again in March 2014, and upheld their <br /> previous decision that the foundation be given a zero value due to the ground shifting <br /> problems. He referred to handwritten figures provided by the township assessor for 2009 <br /> and 2010 true and full values; in using the figures and subtracting the zero value for the <br /> basement foundation, he arrived at a valuation of $1,193,800 for 2009 and $1,353,200 for <br /> 2010 for both parcels. <br /> Mrs. Scherling said in reviewing the independent property appraisal, the basement <br /> foundation was valued at $40,000 by the appraiser. She believes the land value per acre <br /> used by the appraiser may be on the low end, so she concurs with Mr. Klein's <br /> recommendation of$950,000 for both parcels. <br /> MOTION, failed for lack of a second <br /> Mr. Bennett moved that Abatement #4382 and #4383 for Doug Burgum be <br /> lowered to $910,000. He used the tax director's figure but subtracted the <br /> $40,000 value for the foundation to arrive at the figure. The motion died <br /> for lack of a second. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Vanyo seconded that Abatement #4382 <br /> and #4383 for Doug Burgum for tax years 2009 and 2010 be lowered to <br /> $950,000 on parcel #64-0000-00240-030 and #64-0000-00242-020 <br /> comprising about 88 acres. On roll call vote, the motion carried with Mrs. <br /> Scherling, Mr. Vanyo, Mr. Peterson and Mr. Pawluk voting "Yes" and Mr. <br /> Bennett voting "No". <br /> 15. EMPLOYEE RETIREMENT; OXBOW/HICKSON/BAKKE LEVEE; MEETING UPDATES, <br /> Committee reports <br /> Mr. Berndt said Hilda Gartner, Human Resources Supervisor, will be retiring effective June <br /> 30th after many years of service to the county. <br />
