RECENED
AUG 3 1 2004

CASS COUNTY COMMISSION

Agenda Item #5.c.

MEMORANDUM

To:
From:
Re:
Date:

Cass County Social Service Board
Kathy Hogan
Joint Powers Agreement and Funding
August 30, 2004

Last March the Board approved a proposal to participate in an
intergovernmental effort to recruit and train interpreters and the use of $7,000 in
federal funds as the Cass County share of this project. The city of Fargo has
agreed to host and manage this project. The attached joint powers agreement
has been placed on the consent agenda for the Commission meeting on
September 7, 2004 as this service will be available to all Cass County
Departments.

The federal funding source for this project is our current Refugee Interpreter
grant which ends on September 30, 2004. It is projected that we will have an
additional $3,000 available from this year's grant; therefore, we would like to
fully fund the Cass County share of this project for this year from the current
grant.

Proposed motion 1: I move the approval of the Joint Powers Agreement to
establish a public sector recruitment and training program for translators.

Proposed motion 2: I move the approval of an additional $3,000 from the
Refugee Interpreter grant to be used for the Interagency Interpreter project.
