S „ <br /> S? e )1)Wi)3 hI f <br /> ■awod <br /> Jefferson Bey I-1 1)0a/ <br /> City of Reilie's Acres (� <br /> j� (\i „ (1 fe fa <br /> 4635 35th Avenue North 71 , �/ <br /> Reile's Acres, ND 58102-5413 NA 1 t ' )2- Yti <br /> SUBJECT: 2014 ENHANCED Mosquito Control Agreement between <br /> Cass County Government and City of Reilie's Acres. <br /> To whom it may concern: <br /> Cass County Vector Control strives to provide services that meet the <br /> expectations of residents while also being mindful of resources and revenue. <br /> Unfortunately, this often means that we are only able to provide a revenue- <br /> proportionate control strategy in many areas of the county. <br /> In the previous seasons, we have struggled to find balance between these <br /> goals; particularly in peri-urban and moderately populated areas such as your <br /> jurisdiction. <br /> Looking at last year, a 1 mill tax yeilded approximately $1961 to be used <br /> for mosquito control activities in City of Reilie's Acres's jurisdiction. <br /> When compared to expenditures last year, which totaled approximately <br /> $2762 in City of Reilie's Acres, it is quite easy to see there is a <br /> discrepancy between expectations and financial reality. <br /> State laws prohibits mosquito control districts, such as Cass County Vector <br /> Control, from levying funds greater than 1 mill per year. However, this <br /> limitation has been overcome by political entities that elect to provide for <br /> enhanced mosquito control efforts in order to meet both the safety and <br /> comfort needs requested by citizens. <br /> Statewide and even here in Cass County, cities and political subdivisions <br /> already have tools in place to be used to raise supplemental funds for <br /> mosquito control. Generally these mechanisms are included as a monthly <br /> charge on enterprise services billed to residents and businesses or are included <br /> in general fund budgeting. <br /> These funds are generally utilized three ways: <br /> 1.) Contracting with vector control agencies for truck mounted <br /> adulticiding <br /> 2.) Contracting with vector control agencies for enhanced"ground <br /> based" larval and adult control efforts <br /> 3.) Contracting with an aerial applicator for adult mosquito control <br /> applications <br /> (Continued) <br />
