VI. Performance Reporting <br /> Performance measurement is a system of tracking progress in accomplishing goals, <br /> objectives, and outcomes. All subgrantees of federal funds are required to select <br /> performance measures to provide data that measures the results of their project. <br /> Performance measures must be selected from those presented on OJJDP's <br /> performance measurement system. The system can be accessed via the internet at: <br /> (https://www.ojjdp-dctat.org). Subgrantees will be required to report progress on the <br /> measures selected on a quarterly basis. <br /> When selecting performance measures, applicants need to select from one of the <br /> established JABG Program Purpose Areas. Within each JABG Program Purpose Area <br /> (as detailed on the website) there are tables that present output and outcome <br /> performance measures. Outputs measure the products or changes for individuals, the <br /> juvenile justice system, or county that result from the program. Outcomes are benefits or <br /> changes as a result of the program. <br /> The OJJDP performance measurement system designates some measures as <br /> mandatory (bold items), that is they are required to be selected, and some are non- <br /> mandatory, or optional (non-bold items). <br /> Subgrantees are required to report on: <br /> 1. All mandatory and two optional output measures; and <br /> 2. All mandatory and two optional outcome measures. <br /> Subgrantees should develop a data collection plan that specifies each mandatory and <br /> optional performance measure selected, the source of data (such as the name of the <br /> specific survey to be used or arrest data), and a timetable for collecting the data. <br /> To facilitate selecting the performance measures most appropriate for your program, it is <br /> recommended that you first develop a logic model that lays out the logical relationships <br /> between the problem to be addressed and the program's activities, outputs and <br /> outcomes. You should compare the logic model for your program with the logic model <br /> that corresponds to your program area on the OJJDP Performance Measurement <br /> website from the list above. <br /> VII. Certified Assurances <br /> Applicants awarded JJDP Act funds must agree to comply with the grant conditions and <br /> assurances established by OJJDP for sub-grant recipients of federal funds as detailed in <br /> the Office of Justice Programs Financial Guide and associated Federal Circulars, <br /> including any applicable federal nondiscrimination requirements, which may include the <br /> Omnibus Crime Control and Safe Streets Act of 1968 (42 USC § 3789d); the Victims of <br /> Crime Act (42 USC § 10604(e)); the Juvenile Justice and Delinquency Prevention Act of <br /> 2002 (42 USC § 5672(b)); the Civil Rights Act of 1964 (42 USC § 2000d); the <br /> Rehabilitation Act of 1973 (29 USC § 794); the Americans with Disabilities Act of 1990 <br /> (42 USC §§ 12131-34); the Education Amendments of 1972 (20 USC §§ 1681, 1683, <br /> 1685-86); the Age Discrimination Act of 1975 (42 USC §§ 6101-07); 28 CFR Part 31 <br /> (U.S. Department of Justice Regulations—OJJDP Grant Programs); 28 CFR Part 42 <br /> (U.S. Department of Justice Regulations— Nondiscrimination; Equal Employment <br /> Page 5 of 6 <br />
