Purpose Area 13 — Establishing and maintaining accountability-based programs <br /> that are designed to enhance school safety; <br /> Purpose Area 14— Establishing and maintaining restorative justice programs; <br /> Purpose Area 15— Establishing and maintaining programs to enable juvenile <br /> courts and juvenile probation officers to be more effective and efficient in holding <br /> juvenile offenders accountable and reducing juvenile recidivism; <br /> Purpose Area 16— Hiring detention and corrections personnel, and establishing <br /> and maintaining training programs for such personnel to improve facility practices <br /> and programming, including activities to address the requirements of the Prison <br /> Rape Elimination Act (PREA); <br /> Purpose Area 17— Establishing, improving, and coordinating pre-release and <br /> post-release systems and programs to facilitate the successful re-entry of juvenile <br /> offenders from state and local custody in the community; <br /> Purpose Area 18 — Hiring court-appointed defenders and providing training, <br /> coordination, and innovative strategies for indigent defense services. <br /> V. Restrictions in the Use of Funds <br /> 1. Non-supplanting: JABG funds must be use to supplement existing funds for <br /> program activities and not replace those funds which have been appropriated for <br /> the same purpose. If there is a potential presence of supplanting, the applicant or <br /> subgrantee will be required to supply documentation demonstrating that the <br /> reduction in non-Federal resources occurred for reasons other than the receipt of <br /> Federal funds. <br /> 2. Travel: Subgrantees cannot exceed travel, meals and lodging rates established <br /> by the State of North Dakota. <br /> 3. Administration: Subgrantees that demonstrate a need to do so may use up to 5 <br /> percent (5%) of their grant award for the cost of administering the grant. A match <br /> on the administration funds must be provided. Administrative funds should be <br /> included in the application under the Personnel section of the budget. The budget <br /> narrative should explain the administrative duties to be performed. <br /> 4. Lobbying: No grant funds shall be used to pay for any personal service, <br /> advertisement, telegram, telephone communication, letter, printed or written <br /> matter, or other device, intended to influence a member of Congress or any other <br /> Federal, State, or local elected official to favor or oppose any Acts, bills, <br /> resolutions, or similar legislation, or any similar initiative, constitutional <br /> amendment, or any similar procedures by the Congress, any State legislature, <br /> any local council, or any similar governing body, except that this subsection shall <br /> not preclude such funds from being used in connection with communications to <br /> Federal, State or local elected officials through proper official channels, pertaining <br /> to authorization, appropriation, or oversight measures directly affecting the <br /> operation of the programs involved. <br /> 5. Consultants cannot be paid more than $450 per day or$56.25 per hour. <br /> Page 4 of 6 <br />
