2. Allocation Greater Than $10,000 <br /> Allocations to units of local government are made based on a formula that takes <br /> into account local law enforcement expenditures for each unit and the average <br /> annual number of Uniform Crime Report (UCR) Part 1 violent crimes that each unt <br /> reports for the 3 most recent calendar years for which data is available. The <br /> Justice Research and Statistics Association provides the data to calculate JABG <br /> allocations. <br /> Pursuant to the program guidelines, if an allocation for a unit of local government is <br /> less than $10,000, they are not eligible for a single or individual allocation of <br /> program funds. However, this does not preclude such jurisdictions from applying <br /> collectively for program funds by entering into regional coalitions to attain the <br /> eligible grant level of $10,000. All jurisdictions have the option to request that their <br /> allocation be awarded to or combined with a larger or contiguous unit of <br /> government. <br /> 3. Community Coalition (Advisory Board) <br /> Eligible units of local government are required to have an advisory group <br /> representing the police, sheriff, prosecutor, state or local probation services, <br /> juvenile court, schools, business, and religious-affiliated, fraternal, nonprofit, or <br /> social service organizations involved in crime prevention. Additional representation <br /> may be added as appropriate. Units of local government may utilize members of <br /> other existing groups that focus on youth in lieu of establishing another, provided <br /> that the membership of such meets the preceding membership requirements. <br /> The advisory board should serve as a body for general oversight, make <br /> recommendations for the distribution of program funds and evaluate funded <br /> activities. There is no specified timeline for the advisory board to meet; however, it <br /> would seem regular meetings (i.e. quarterly or semi-annually) would be necessary <br /> to accomplish these duties. <br /> 4. Coordinated Enforcement Plan <br /> The advisory board must develop a coordinated enforcement plan for reducing <br /> juvenile crime. The plan should be based upon an analysis of juvenile justice <br /> system needs. The analysis should determine the most effective use of funds <br /> within the twelve purpose areas to achieve the greatest impact on reducing <br /> juvenile delinquency, improving the juvenile justice system, and increasing <br /> accountability for juvenile offenders. <br /> 5. Matching Funds Requirement <br /> Federal funds may not exceed 90% of total program costs, including administrative <br /> costs. Therefore, matching contributions need to be made for ten percent (10%) of <br /> the total program costs, with the exception of construction of permanent corrections <br /> facilities, which requires a fifty percent (50%) match. The total program costs equal <br /> the Federal award amount plus the cash match. To compute the cash match, <br /> divide the Federal award amount by 9. <br /> Page 2 of 6 <br />
