I. Background <br /> The Juvenile Accountability Block Grant (JABG) Program was established to strengthen <br /> the juvenile justice system by encouraging states and local jurisdictions to implement <br /> accountability-based programs and services. Funding for the Program was first <br /> appropriated in Fiscal Year (FY) 1998 and continued through the appropriations process <br /> until FY 2004 with the passage of Omnibus Crime Control and Safe Streets Act of 2002. <br /> The Division of Juvenile Services (DJS) is the State agency designated by the Governor <br /> of North Dakota and approved by the Office of Juvenile Justice and Delinquency <br /> Prevention within the U.S. Department of Justice to apply for, receive and administer <br /> JABG funds. DJS is responsible for disbursing funds and monitoring and reporting on <br /> programmatic and fiscal aspects of the program. <br /> The North Dakota Juvenile Justice State Advisory Group (SAG) is the advisory body <br /> established under the Juvenile Justice and Delinquency Prevention Act and appointed by <br /> the Governor to oversee the development and implementation of the State's Juvenile <br /> Justice and Delinquency Prevention Program. Members of the SAG are persons with <br /> training, experience or special knowledge in preventing and treating juvenile delinquency <br /> or the administration of juvenile justice. For a listing of SAG members, visit <br /> www.ndaco.orq/ii/saq. <br /> II. Availability of Funds <br /> The availability of JABG funds is based on congressional appropriations each year. If <br /> congress appropriates money for the JABG Program, the JABG Appropriations Act <br /> specifies that 0.5 percent of the available funds should be awarded to each state and the <br /> total funds remaining will be allocated to each state based on their percentage of the <br /> juvenile population under the age of 18. The State retains 75% of the JABG allocation <br /> and passes through 25%to units of local government in accordance with the JABG <br /> Program Guidelines. <br /> Ill. Eligibility Criteria <br /> 1. Unit of Local Government <br /> The applicant must be a unit of general local government (i.e. county, city, town or <br /> tribe). The unit of local government can contract with a private non-profit agency <br /> for the purpose of program implementation. <br /> The following should be noted regarding eligible applicants: <br /> • Police departments and school districts are not eligible to apply directly. A city <br /> or county would be the eligible applicant and recipient of funds on behalf of <br /> the department. <br /> • Universities are not eligible to apply directly. <br /> • Non-profits are not eligible to apply directly.
