Commission Minutes—February 3, 2014 4258 6. RESOLUTION #2014-1, Adoption of Cass County Multi-Hazard Mitigation Plan Dave Rogness, Emergency Manager, said the Cass County Multi-Jurisdictional, Multi- Hazard Plan needs to be updated every five years for the Federal Emergency Management Agency (FEMA). Adoption of the plan allows the county to apply for federal mitigation funding for projects. He said about 18 months ago a local planning committee began the process to update the plan. A draft was submitted to the North Dakota Department of Emergency Services (NDDES) and FEMA, who approved the plan pending adoption by the county and participating city councils. MOTION, passed Mr. Bennett moved and Mr. Vanyo seconded to approve Resolution #2014-1, Adoption of Cass County Multi-Jurisdictional, Multi-Hazard Mitigation Plan, and authorize the chairman to sign the resolution. On roll call vote, the motion carried unanimously. Resolution #2014-1 Adoption of Cass County Multi-Hazard Mitigation Plan WHEREAS, the Cass County Commission recognizes the threat that natural hazards pose to people and property within Cass County, North Dakota; and WHEREAS, the Cass County Commission and participating city councils have prepared a multi-hazard mitigation plan, hereby known as 2014 Cass County Multi- Jurisdictional, Multi-Hazard Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and WHEREAS, the 2014 Cass County Multi-Jurisdictional, Multi-Hazard Plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Cass County from the impacts of future hazards and disasters; and WHEREAS, adoption by the Cass County Commission demonstrates a commitment to hazard mitigation and achieving the goals outlined in the 2014 Cass County Multi- Jurisdictional, Multi-Hazard Mitigation Plan. NOW THEREFORE, BE IT RESOLVED BY THE CASS COUNTY COMMISSION THAT: Cass County adopts the 2014 Cass County Multi-Jurisdictional, Multi-Hazard Mitigation Plan. Dated this 3rd day of February, 2014. 7. FLOOD DIVERSION MONTHLY BILLING, Approved Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month of January, 2014, and an additional billing for December, 2013. January expenses are the county's share of Corps of Engineers and project management costs, and additional expenses from December are for property taxes for land in West Fargo. MOTION, passed Mr. Vanyo moved and Mr. Bennett seconded to approve the expenses for the Flood Diversion Board of Authority in the amount of $352,938.25 for the month of January, 2014; and $194,563.49 for the month of December, 2013. On roll call vote, the motion carried unanimously.
