RESOLUTION #2014-1, Adoption of Cass County Multi-Hazard Mitigation Plan <br /> Dave Rogness, Emergency Manager, said the Cass County Multi-Jurisdictional, Multi- <br /> Hazard Plan needs to be updated every five years for the Federal Emergency Management <br /> Agency (FEMA). Adoption of the plan allows the county to apply for federal mitigation <br /> funding for projects. He said about 18 months ago a local planning committee began the <br /> process to update the plan. A draft was submitted to the North Dakota Department of <br /> Emergency Services (NDDES) and FEMA, who approved the plan pending adoption by the <br /> county and participating city councils. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Vanyo seconded to approve Resolution <br /> #2014-1, Adoption of Cass County Multi-Jurisdictional, Multi-Hazard <br /> Mitigation Plan, and authorize the chairman to sign the resolution. On <br /> roll call vote, the motion carried unanimously. <br /> Resolution #2014-1 <br /> Adoption of Cass County Multi-Hazard Mitigation Plan <br /> WHEREAS, the Cass County Commission recognizes the threat that natural hazards <br /> pose to people and property within Cass County, North Dakota; and <br /> WHEREAS, the Cass County Commission and participating city councils have <br /> prepared a multi-hazard mitigation plan, hereby known as 2014 Cass County Multi- <br /> Jurisdictional, Multi-Hazard Mitigation Plan in accordance with the Disaster Mitigation <br /> Act of 2000; and <br /> WHEREAS, the 2014 Cass County Multi-Jurisdictional, Multi-Hazard Plan identifies <br /> mitigation goals and actions to reduce or eliminate long-term risk to people and <br /> property in Cass County from the impacts of future hazards and disasters; and <br /> WHEREAS, adoption by the Cass County Commission demonstrates a commitment <br /> to hazard mitigation and achieving the goals outlined in the 2014 Cass County Multi- <br /> Jurisdictional, Multi-Hazard Mitigation Plan. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CASS COUNTY COMMISSION <br /> THAT: Cass County adopts the 2014 Cass County Multi-Jurisdictional, Multi-Hazard <br /> Mitigation Plan. <br /> Dated this 3rd day of February, 2014. <br /> 7. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of January, 2014, and an additional billing for December, 2013. January expenses are the <br /> county's share of Corps of Engineers and project management costs, and additional <br /> expenses from December are for property taxes for land in West Fargo. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Bennett seconded to approve the expenses for <br /> the Flood Diversion Board of Authority in the amount of $352,938.25 for <br /> the month of January, 2014; and $194,563.49 for the month of December, <br /> 2013. On roll call vote, the motion carried unanimously. <br />
