Commission Minutes—January 6, 2014 4250 <br /> 10. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of December, 2013. Expenses are the county's share of engineering, legal, and <br /> construction services associated with the FM Diversion project, and half of the cost for the <br /> Minnesota share. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Bennett seconded to approve the expenses <br /> for the Flood Diversion Board of Authority in the amount of $546,869.21 <br /> and to remit $60,763.25 for Cass County's share of cash flow to cover <br /> Minnesota receivables for the month of December, 2013. On roll call <br /> vote, the motion carried unanimously. <br /> 11. FLOOD CONTROL, State Water Commission payment to FM Diversion approved <br /> During the last three legislative sessions, the state legislature approved a total of $175 <br /> million to be spent on flood control costs. Mr. Montplaisir said this is the third request from <br /> the FM Diversion Authority. The claim in the amount of $41,490 is being made to bring the <br /> estimated figures used for reimbursement request #2 to the actual amounts paid for land <br /> acquisition associated with the Oxbow/Hickson/Bakke ring levee. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to authorize the chairman <br /> to sign the approval letter for the State Water Commission to distribute <br /> funds in the amount of $41,490 to the FM Diversion Authority pursuant to <br /> terms and conditions of Senate Bill 2020. On roll call vote, the motion <br /> carried unanimously. <br /> 12. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Bennett seconded to approve Voucher No. <br /> 275,433 through Voucher No. 275,690. On roll call vote, the motion <br /> carried unanimously. <br /> 13. PERMIT FOR RAFFLE, Approved for El Zagal Escort Motor Patrol subject to State's <br /> Attorney concurrence <br /> Birch Burdick, State's Attorney, reviewed the application for a raffle permit from El Zagal <br /> Escort Motor Patrol, and said state law outlines certain restrictions on prizes. He said the <br /> application is unclear whether the prizes fall within the rules, and once he further reviews <br /> the request, he will make sure the permit complies with the law. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Bennett seconded to approve a raffle permit <br /> for the El Zagal Escort Motor Patrol to be held March 27, 2014, at the <br /> Hickson Community Center in Hickson, North Dakota, subject to <br /> concurrence from the State's Attorney. Motion carried. <br /> 14. RED RIVER BASIN COMMISSION CONFERENCE; FLOOD BUYOUT AUCTION; LAKE <br /> SHURE BRIDGE, Committee reports <br /> Mr. Berndt said the annual Red River Basin Commission conference will be held at the <br /> Ramada Plaza Suites and Convention Center in Fargo on January 14-16, 2014. He said an <br /> open house for the FM Flood Diversion project will be held during the conference on <br /> January 14th at 6:30 PM. <br />
