Commission Minutes—December 2, 2013 4237 <br /> Mr. Pawluk said he is reluctant to move forward without the approval of the Diversion Board <br /> of Authority. The consensus of the commission is for the Land Management Committee to <br /> develop a policy for these types of purchases. <br /> 10. BUDGET ADJUSTMENTS, Approved for year-end <br /> Michael Montplaisir, Cass County Auditor, said budget adjustments need to be completed <br /> before the end of the year. He said it is unusual for an entire department to exceed their <br /> budget; however, changes to funds within a budget occur frequently and need to be <br /> adjusted. He reviewed the different departments and associated funds, including flood <br /> mitigation and flood recovery from the last several years. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to approve the year-end <br /> budget adjustments as presented by the County Auditor. On roll call <br /> vote, the motion carried unanimously. <br /> 11. COURTHOUSE WEST ADDITION, Transfer dollars to close out fund <br /> Mr. Montplaisir said the Courthouse West Addition is complete, and he is requesting the <br /> construction fund be closed. He said dollars will need to be transferred from this fund (Fund <br /> 401) as well as the General Fund to cover the total cost of $16,233.467.89. The county still <br /> has outstanding bonds on the project that will run through 2022 and will be paid through a <br /> separate mill levy for bond payments. <br /> Mr. Peterson asked about punch list items that still need to be finished on the building. Mr. <br /> Berndt said $84,000 still has yet to be paid to the contractor until all the pending warranty <br /> items have been addressed. Mr. Montplaisir said this amount is also included in the transfer <br /> in order to close out the fund. <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Bennett seconded to transfer $81,833.46 <br /> from Fund 401 and $135,745.10 from the General Fund to close out the <br /> Courthouse West Addition Fund. On roll call vote, the motion carried <br /> unanimously. <br /> 12. FLOOD CONTROL, State Water Commission payment to City of Fargo approved <br /> During the last two legislative sessions, the state legislature approved a total of $75 million <br /> to be spent on flood control costs. Mr. Montplaisir said this is the 22nd request from the City <br /> of Fargo. The reimbursement claim in the amount of $896,048 is the local match on dollars <br /> for land costs associated with home buyouts in Fargo. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to authorize the <br /> chairman to sign the approval letter for the State Water Commission to <br /> distribute funds in the amount of $896,048 to the City of Fargo pursuant <br /> to the terms and conditions of Senate Bill 2020. On roll call vote, the <br /> motion carried unanimously. <br /> 13. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of November, 2013. Expenses are the county's share of engineering, legal, and <br /> construction services associated with the FM Diversion project, and half of the cost for the <br /> Minnesota share. He said this is the first billing that includes costs for the <br /> Oxbow/Hickson/Bakke ring levee. <br />
