Grant final plat approval of ALJM Ellingson Subdivision located in Raymond <br /> Township, Section 5, Township 140N, Range 50W of the 5 Principal Meridian, <br /> Cass County, North Dakota. <br /> g. Approve the continuation of the Extension Services Family Nutrition Program from <br /> October 1, 2013, to September 30, 2014. <br /> h. Allow the solicitation of clothing items from Cass County employees to be given to <br /> the Salvation Army for distribution to the needy. <br /> i. Contract approval <br /> North Dakota Department of Transportation— traffic safety grant in the amount <br /> of $19,925 for seatbelt and alcohol enforcement (no local match required); <br /> North Dakota Department of Transportation— construction and maintenance <br /> agreements for a bituminous overlay project from 1 -29 east to County Highway <br /> 81 for two miles; bituminous overlay project from Fargo city limits south to <br /> County Highway 81 for 2Y2 miles; and bituminous overlay project from 76 <br /> Avenue South to Cossette Drive South for 1 miles; <br /> North Dakota Department of Transportation— maintenance and encroachment <br /> agreement for Cass County Highway 81 paving project from 76 Avenue to <br /> Cossette Drive; <br /> CBM Managed Services— contract amendment to increase jail inmate meals by <br /> 2.5% for the period of March 1, 2014, through February 28, 2015. <br /> KLJ Engineering design services for bridge replacement project in Tower <br /> Township; <br /> KLJ Engineering— design services for bridge replacement project in Hill <br /> Township over the Maple River; <br /> Houston Engineering— hydraulic analysis services for eight bridge <br /> replacement projects in various townships; <br /> Braun Intertec geotechnical services for three bridge replacement projects in <br /> Durbin, Everest, Maple River and Walburg Townships. <br /> j. Authorize the chairman to sign a quit claim deed and satisfaction of contract for <br /> deed for a tax forfeited property redeemed by the former owner. <br /> 6. PRESENTATION OF SCHOLARSHIP AWARDS <br /> Keith Berndt, Cass County Administrator, said each year the North Dakota Association of <br /> Counties presents college scholarship awards to children and grandchildren of county <br /> employees. This year Amy and Aaron Podoll, children of Frank Podoll from the Highway <br /> Department, were chosen as recipients. Frank and Amy were present to accept the awards. <br /> Amy attends college at North Dakota State University in Fargo, and Aaron attends college at <br /> the University of North Dakota in Grand Forks. <br /> 7. COUNTY CORONER, Recommendations from committee approved <br /> Michael Montplaisir, Cass County Auditor, said the commission appointed a committee to <br /> consider options for the County Coroner's Office. The office is unique in that it needs to be <br /> covered 24 hours per day, seven days per week. The committee met again on September <br /> 25 and proposed the following recommendations: hire the two current death investigators <br /> as county employees effective November 1, 2013, with one full -time and one three quarter <br /> time positions; allocate the former Information Technology space on the second floor of the <br /> original courthouse as the interim Coroner's Office; and provide a van from the county motor <br /> pool for the office with the normal billing procedures in place to use the van. The 2014 <br /> budget in the amount of $189,000 will cover the recommended proposal. <br />
