<br />INTRODUCTION TO THE METROPOLITAN TRANSPORT A nON <br />PLAN (MTP) <br /> <br />BACKGROUND <br /> <br />The Metropolitan Planning Organization (MPO) for the Fargo-Moorhead area is the <br />Fargo-Moorhead Metropolitan Council of Governments (Metro COG). Metro COG is <br />responsible for maintaining a continuous, comprehensive and coordinated transportation <br />planning process for the metropolitan area and 16 surrounding townships. <br /> <br />An update of the Metropolitan Transportation Plan (MTP) is required every five years according <br />to federal regulations. The Plan must be maintained current and valid before local jurisdictions <br />can receive federal funding for transportation improvements within the urban area. The last Plan <br />was adopted in 1998. Therefore, an update was required by 2003. Metro COG adopted an <br />interim plan in early 2004 to bridge the gap between the federal compliance date and adoption of <br />the final MTP. <br /> <br />PURPOSE OF METROPOLITAN TRANSPORTATION PLAN <br /> <br />. <br /> <br />Identify concerns of the public and interest groups with regard to the existing and future <br />transportation system. <br /> <br />. <br /> <br />Identify the need for future transportation improvements, changes in travel behav ior and <br />adjustments to urban growth plans. <br /> <br />. Determine which transportation improvements are technically sound and environmentally <br />suitable. <br /> <br />. Determine which proposed transportation improvements are financially feasible (based on <br />reasonable revenue forecast assumptions) and socially acceptable. <br /> <br />. Establish a detailed short-range program of projects that satisfies the above criteria and <br />addresses present and future demands; and provide a long-range list of improvements that <br />will require additional study by future MTPs prior to their programming and implementation. <br /> <br />. <br /> <br />Comply with all applicable Metro COG, federal planning and public participation <br />requirements. <br /> <br />Adoption of the MTP at the local level, followed by State and FHW A concurrence makes <br />the short- and long-range transportation projects identified in the Plan eligible for federal and <br />state funding. <br /> <br />Executive Summary - Fargo-Moorhead Metropolitan Area Transportation Plan Update <br />Fargo-Moorhead Metropolitan Council of Governments <br /> <br />June 2004 <br />Page 1 <br />
