PUBLIC INVOLVEMENT PROCESS FOR THE MTP

In 200 I, Metro COG updated its public involvement policies with respect to the preparation of
the Metropolitan Transportation Plan. These policies require early public notification of the
intent to update the Plan, They also require notification of "Interested and Affected Parties."
Metro COG currently has a mailing list of over 800 individuals, businesses and agencies who are
either directly involved in the transportation industry or have expressed an interest in being
notified of transportation planning activities, Parties on this mailing list were sent notification of
the intent to initiate the update of the MTP, and were asked to participate in the early public
involvement process.

These early input opportunities were targeted toward modal interests, the general public,
business groups, planning commissions, emergency responders, school boards, higher education
institutions, environmental groups, recreation interests, and special population (i.e, elderly
persons with disabilities, low-income, refugees, etc,). Specific early public involvement
outreach opportunities provided are summarized below:

.

Direct Outreach Contacts and Meetings

Beginning in fall 2002, Metro COG staff undertook a two-month public input process
incorporating personal contacts and meetings with diverse transportation interest groups,
The intent of these outreach efforts was to proactively gather input on transportation needs
from groups not always active or represented in the typical planning process. Over 30 local
groups were visited and their input recorded.

Examples of these participating organizations include:

0 Metro Chamber of Commerce
0 Fargo-Cass County Economic Development Authority
0 Hector International Airport Authority
0 EasTen Merchants
0 City Planning Commissions
0 Fire & Police Emergency Responders
0 School Boards, MSUM, NDSU
0 Riverkeeps
0 Park District/Boards

0 FM ADA Committee
0 Fargo Senior Commission
0 Center for New Americans
0 Fargo and Moorhead Human Rights Commissions

Executive Summary - Fargo-Moorhead Metropolitan Area Transportation Plan Update
Fargo-Moorhead Metropolitan Council of Governments

June 2004
Page 28
