It is customary,
prior to the inclusion of these projects in the TIP that prerequisite studies be completed such as:
corridor studies, PCRlPMs and environmental documentation. Typically, these studies are
completed by the sponsoring jurisdictions; however, if appropriate, COG can make their federal
planning funds available as pass-through grants to assist local jurisdictions to complete certain
types of studies considered eligible by federal and cognizant state agencies. It is recommended
that this program continue, and such efforts, corridor-planning studies be considered for COG
planning assistance.

Executive Summary - Fargo-Moorhead Metropolitan Area Transportation Plan Update
Fargo-Moorhead Metropolitan Council of Governments

June 2004
Page 26
