Evacuees will want to return with the desire to inspect the damage, retrieve personal belongings <br /> or re- occupy their homes. The evacuated zone must be declared safe and secure to enable <br /> reentry into the zone. Individuals should not be allowed to enter their homes until reasonably <br /> certain their home presents no health or safety risks. The responsibility to determine how when <br /> to allow re -entry will be a function of the EOC consulting with law enforcement, fire and health <br /> officials, in consideration of structural and health safety. Engineers will coordinate with utility <br /> companies to insure security zones are safe for reentry. <br /> Once residents are able to re- occupy their home, they may need information or assistance for <br /> clean-up. Information resources for cleaning up a possible unsafe or contaminated home or other <br /> area will be available through Fargo Cass Public Health or the North Dakota Public Health <br /> Department. Social Services coordinate with volunteer organizations agencies through First <br /> Link to coordinate assistance in clean -up. <br /> Sustaining Equipment Supplies to Public Safety Personnel <br /> It is the responsibility of the logistics chief of the EOC to sustain equipment and supplies to <br /> public safety involved during evacuation procedures. <br /> Evacuation of Animals: <br /> The evacuation of animals will be ordered by the Incident Commander or through the EOC. <br /> Companion pet evacuation and sheltering will be initiated only for areas where a residential <br /> evacuation has been ordered. Cass County will not provide pet shelter services for animals other <br /> than those from areas where evacuation has been ordered by the Cass County Commission or the <br /> Governor of North Dakota. <br /> Pets <br /> The Cass County Disaster Animal Response Team (DART) will initiate Pet Evacuation <br /> Procedures identified in the DART manual of operations. This plan will at a minimum contain <br /> procedures for tracking, care and containment, medical treatment and reunification procedures. <br /> Evacuation assistance personnel may deny evacuation of any animal based on health and safety <br /> considerations as well as space restrictions in evacuation vehicles. The use of effective control <br /> devices such as pet carriers, make it more likely a pet evacuation can be accommodated. In <br /> addition, authorities recommend owners bring their own animal food and supplies, current <br /> medicines required, and recorded medical history including a written confirmation of shots etc.. <br /> If unable to evacuate the pet with the owner, evacuation personnel will record the location details <br /> of the animal in order to rescue the animal at time when possible. Loose pets rescued will be <br /> logged by the rescuing organization. <br /> DART will operate pet shelter facilities and provide procedures for tracking, care and <br /> containment, medical treatment and reunification of animals. <br /> In all circumstances lists and disposition logs will be available to the EOC on a daily basis. <br /> Livestock <br /> Livestock owners are responsible for the evacuation transportation shelter for their animals. <br /> The EOC will direct Cass County Extension to coordinate the evacuation and shelter of large <br /> animals to designated shelter locations in Cass County.
