<br />Mr. Hendrickson moved and Mrs. Stanton seconded that the Board receive and file ~udget req. from
<br />,the budget request for 1978-1979 from the Community Action Agency's Alcohol Outreach C1,- AA Alcohol Progm.
<br />Program in the amount of $3,000.00, which is an increase of $1,500 over last year.

<br />I Mrs. Stanton moved and Mr. Hendrickson seconded that the States Attorney write
<br />:a letter to the Head Start Policy Council explaining the Board's position on leasing
<br />the building at 57-11th Avenue North, the Board being in agreement that they be allowed
<br />to use the building so long as it is for the Head Start Program. Motion carried.
<br />
<br />Mrs. Stanton moved and Mr. Satrom seconded that Vouchers No. 50,,494 through
<br />[No. 51,225 and Revenue Sharing Voucher No. 169 be approved and ordered paid.

<br />On motion by Mrs. Stanton and seconded by Mr. Satrom, the meeting was adjourned.

<br />Chairman Wold called the meeting to order and four members were present,
<br />iMr. Sondrall being absent.
<br />
<br />Mrs. Stanton moved and Mr. Satrom seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />Upon the request of the County Road Department, Mrs. Stanton moved and Mr. Hendrickson
<br />'seconded that the Northwestern Bell Telephone Company be authorized to bury cable under
<br />,County Road 17 and under County Road 7. Motion carried.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that Cass County Electric Company
<br />be authorized to bury cable under County Road 15. Motion carried.
<br />
<br />Discussion was held concerning the proposed bridge contract with the City of Fargo.
<br />Mr. Hank Weber from Wheatland and Mrs. Anna Powers from Leonard spoke against the
<br />County commiting the proposed $100,000.00 per year for six years. Mr. Ralph Cameron
<br />also voiced his objection to the proposed expenditure.
<br />
<br />Mrs. Stanton moved and Mr. Hendrickson seconded that the States Attorney request
<br />,an Attorney General's opinion on whether or not the Cass County Commission can bind
<br />future Boards to spending a specified amount of money for a specific project.
<br />Motion carried.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that the Board table the vote
<br />on the bridge agreement until the Attorney General's opinion is received and a full Board
<br />is present. Motion carried.
<br />
<br />Attorney Ron Hilden appeared before the Board representing Fred Kraemer concerning
<br />proposals for wage and benefit increases for the Cass County Sheriff's Deputies for the
<br />year 1978-1979. Mrs. Stanton moved and Mr. Hendrickson seconded that the Board
<br />~eceive and file the proposals and discuss them further at a later date with Mr. Hilden.

<br />Mr. Satrom moved and Mrs. Stanton seconded that the Applications for Abatement and
<br />Settlement of Taxes submitted by Robert and Dolores Meyer be received and filed.

<br />Mr. Satrom moved and Mr. Hendrickson seconded that the Minn-Kota Racing Association
<br />be granted a Beer License for 1978 at the Red River Valley Fairgrounds in the NE~ of
<br />Section 12, Mapleton Township. Motion carried.
<br />
<br />Mr. Hendrickson moved and Mr. Satrom seconded that J. E. Krieg & Sons be paid
<br />$8,076.00 on the Jail Remodeling Project. Motion carried.
<br />
<br />Mr. Satrom moved and Mr. Hendrickson seconded that all informal bids be accepted
<br />for weed spraying chemicals for the 1978-1979 fiscal year. Motion carried.
<br />
<br />Upon the request of Glenn EllingSburg from the Sheriff's
<br />moved and Mr. Satrom seconded that the Chairman be authorized
<br />from the Law Enforcement Council for two people to attend the
<br />in Minneapolis, Minnesota, at a cost of $40.00 to the County.
<br />
<br />Committee reports were given.
