Road Advisory Minutes--March 15, 2004 1 <br /> <br />ROAD ADVISORY COMMITTEE <br />MARCH 15, 2004--2:05 PM <br /> <br />MEETING TO ORDER <br />Commissioner Scott Wagner, Highway Department Portfolio Commissioner, called a <br />meeting of the Road Advisory Committee to order at 2:05 PM on Monday, March 15, <br />2004, in the Commission Room, Cass County Courthouse. Members were present as <br />follows: Robyn Sorum, Vern Bennett, Darrell Vanyo, John Meyer, Scott Wagner, Keith <br />Berndt, Rich Sieg, Jurgen Suhr and Dennis Rust. Mark Johnson was absent. <br /> <br />2004 CONSTRUCTION PROJECT UPDATE <br />Mr. Berndt gave a presentation on the upcoming construction season that includes <br />replacement of a bridge on Cass County Highway 20 and Clay County Highway 22; <br />overlay projects on sections of Highways 6, 18, 25, 26, 2, 32 and 34; and seal coats on <br />various highways. <br /> <br />Originally, the 64th Avenue South bridge was to be replaced in 2004; however, the <br />project has been deferred until 2005 due to right-of-way appraisal issues. The bridge <br />replacement on Cass 20/Clay 22 will be a two-year project and alternate routes that will <br />be available are the Broadway bridge for residential vehicles and the Highway 22 bridge <br />for truck traffic. <br /> <br />Mr. Berndt also noted that re-shaping of County Highway 12 will be done between <br />Highway 38 and Highway 1 in Hill Township. <br /> <br />SPRING LOAD RESTRICTIONS, To be effective March 16, 2004 <br />Mr. Berndt said spring load restrictions are scheduled for consideration on today's <br />County Commission agenda and if approved, will be effective tomorrow, March 16th. <br />He distributed a map showing county roads and what class they will be during the <br />restriction period, which he anticipates will last into the middle of May. <br /> <br />Mr. Berndt discussed raising the gross vehicle weight if the county could control the axle <br />loading. He plans to bring this item to the commission for consideration within the next <br />year. <br /> <br />A 20-minute video will be shown at the end of today's meeting on load restrictions. <br /> <br />OTHER BUSINESS, County Road 16 discussed <br />Darrell Discher and Kevin Mattson were present to discuss their concerns about County <br />Road 16 west of Davenport. They have attended Road Advisory meetings in the past to <br />discuss this item. Mr. Discher asked if the county plans to pave this road. Mr. Berndt is <br />not recommending this stretch of read be paved in the near future. Mr. Wagner said <br />currently the county is not expanding the paved road system. Mr. Berndt discussed <br />improving the ditches, which could be considered in 2005. <br /> <br />Mr. Discher said several years ago, the first three miles were re-shaped with the <br />promise of paving the rest of the road. He feels the dikes along County Road 16, <br />especially on the north side of the road, are a safety issue. At certain times in the <br />spring, water flows over County Road 16 because of this dike. <br /> <br /> <br />
