<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />OCTOBER 25, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on October 25, 2022, at 8:00 a.m. <br /> <br />Present were Wes Ecker, Chairman; Robert Thompson, Manager; Ken Lougheed, <br />Manager; Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa <br />Hinkemeyer, Administrative Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt <br />Lysne, Alexa Ducioame and Brady Woodard, Moore Engineering, Inc.; Mary Scherling <br />and Duane Breitling, Cass County Commissioners. <br /> <br />Agenda and Minutes <br />It was moved by Manager Thompson, seconded by Manager Lougheed and unanimously <br />carried to approve the order of the agenda, as amended, and the minutes of the <br />September 27, 2022, meeting. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Brady Woodard updated the Board on the Drain #18 extension project in Sections 7 and <br />8 of Kinyon Township. The contractor has completed the project, including seeding and <br />the installation of a culvert through the Drain #18 berm in the NE 1/4 of Section 17 in <br />Kinyon Township. The contract will be closed out once the grass is established. <br /> <br />Drain #18 cleanout <br />Brady Woodard stated property owners in Sections 15 and 16 of Kinyon Township are <br />requesting a cleanout of the Drain #18 channel. Mr. Woodard indicated the contractor for <br />the Drain #18 extension project in Sections 7 and 8 of Kinyon Township also noted <br />sediment in the Drain #18 channel in the same area. <br /> <br />It was moved by Manager Lougheed and seconded by Manager Thompson to authorize <br />Moore Engineering, Inc. to hire a contractor to clean out the Drain #18 channel in Sections <br />15, 16 and 17 of Kinyon Township. Upon roll call vote, the motion carried unanimously. <br /> <br />The Board noted they plan to have the Drain #18 channel east of I-29 surveyed next year <br />to determine if a channel cleanout is needed in that area. <br /> <br />Culvert inventory upstream of Elm River Dam No. 1 <br />Kurt Lysne reviewed the completed culvert inventory upstream of Elm River Dam No. 1 <br />and indicated Moore Engineering, Inc. has recommended culvert sizing based on North
