<br /> <br /> <br /> MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br /> MAPLE RIVER WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />OCTOBER 6, 2022 <br /> <br /> <br />A virtual / conference call meeting of the Maple River Water Resource District was held <br />on October 6, 2022, at 8:00 a.m. <br /> <br />Present were Rodger Olson, Chairman; Gerald Melvin, Manager; Chad Miller, Manager; <br />Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa <br />Hinkemeyer, Administrative Assistant; Sean Fredricks and Chris McShane, Ohnstad <br />Twichell, P.C.; Kurt Lysne, Alexa Ducioame, Jim Guler, Brady Woodard, Brandon Oye <br />and Zach Cormican, Moore Engineering, Inc.; Mike Opat, Houston Engineering, Inc.; <br />Duane Breitling and Mary Scherling, Cass County Commissioners; Michael Faught and <br />Kevin Mayer, City of Casselton; Tony Sager, MBN Engineering, Inc.; Lloyd Peter Nelson, <br />Grand Farm; and Terry Kensok, CNH Industrial. <br /> <br />Agenda <br />It was moved by Manager Melvin, seconded by Manager Miller and unanimously carried <br />to approve the order of the agenda, as presented. <br /> <br />Minutes <br />It was moved by Manager Melvin and seconded by Manager Miller to approve the minutes <br />of the September 1, 2022, meeting. Upon roll call vote, the motion carried unanimously. <br /> <br />Wheatland Channel - Grand Farm crossings in the NE 1/4 of Section 8 in Everest <br />Township <br />Tony Sager discussed Grand Farm’s plans to construct structures across Wheatland <br />Channel in the NE 1/4 of Section 8 in Everest Township. Mr. Sager said a crossing and <br />pedestrian walking bridge across the Wheatland Channel would provide access to the <br />buildings and demonstration areas on the property. Sean Fredricks recommended a <br />License Agreement, along with a hydraulic study to determine the specifications of the <br />crossings to avoid impeding the flow of the Wheatland Channel. A geotechnical study <br />may also be needed. Sean Fredricks noted a License Agreement will be drafted in the <br />future regarding the crossings on the Wheatland Channel. Discussion was held on the <br />reimbursement of Water Resource District costs related to the crossings. The Board <br />expressed a preference to initiate an agreement up front relating to reimbursement of the <br />costs incurred by the Water Resource District in order to allow Grand Farm to move <br />forward with the project. <br />
