Flood Sales Tax Committee—September 6, 2022 1 <br /> <br /> <br />FLOOD SALES TAX COMMITTEE SEPTEMBER 6, 2022 – 1:00 PM 1. MEETING TO ORDER Commissioner Mary Scherling called the meeting of the Flood Sales Tax Committee to order on Tuesday, September 6, 2022, at 1:00 PM in the Commission Room, Cass County Courthouse. The following members were present: Commissioner Rick Steen, <br />Commissioner Mary Scherling, County Finance Director Brandy Madrigga, County Administrator Robert Wilson, and County Engineer Jason Benson. Joint Water Resource District Representative Rodger Olson was absent. Also present was Commissioner Jim <br />Kapitan, Commissioner Duane Breitling, and Assistant County Engineer, Tom Soucy. 2. MINUTES APPROVED <br />MOTION, passed Mr. Steen moved and Mr. Benson seconded that the minutes of the previous meeting be approved as written. Motion carried. 3. REVIEW PROJECT AND CONSIDER FUNDING City of Casselton Lagoon Slide Repair on Swan Creek Diversion City of Casselton Engineer, Brandon Oye of Moore Engineering was present and discussed the City of Casselton Lagoon Slide Repair on Swan Creek Diversion and is requesting 75% of the project cost. Cass County has completed a staff report with the requested information on the project. Mr. Oye said last year city public works noticed the slide along the Swan Creek diversion. There is a shared slope between the Diversion channel and the lagoons. Mr. Oye said the City of Casselton requested Braun Intertec complete a geotechnical report in that area and evaluate potential solutions. Braun Intertec has provided a solution for excavation and replacement of 180 feet of sand fill. Mr. Oye <br />said the proposed project is to repair the existing slope to reduce the risk of further sloughing and critical failure of the slope. <br />Mrs. Scherling asked what the responsibilities are of Maple River Water Resource District. Mr. Oye said the City of Casselton anticipates talking to the Maple River Water Resource District after today’s meeting with a better idea of what the local share might be. MOTION, passed Mr. Steen moved and Mr. Benson seconded to authorize the cost share of the City of Casselton Lagoon Slide Repair on Swan Creek Diversion project at 50% versus 75% of the requested amount working with the Maple River Water Resource Group as a cost share project.
