<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />MARCH 22, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on March 22, 2022, at 8:00 a.m. <br /> <br />Present were Robert Thompson, Manager; Ken Lougheed, Manager; Carol Harbeke <br />Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa Maertens, Administrative <br />Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt Lysne, Alexa Ducioame, Brady <br />Woodard and Pat Downs, Moore Engineering, Inc.; Mary Scherling, Cass County <br />Commissioner; and Tom Soucy, Cass County Highway Department. Chairman Wes <br />Ecker was absent. <br /> <br />Agenda and Minutes <br />It was moved by Manager Thompson, seconded by Manager Lougheed and unanimously <br />carried to approve the order of the agenda and the minutes of the February 22, 2022, <br />meeting, as presented. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Kurt Lysne updated the Board on the Drain #18 extension in Sections 7 and 8 of Kinyon <br />Township. Mr. Lysne and Pat Downs discussed existing easements previously acquired <br />by the Cass County Drain Board, prior to creation of the Water Resource Districts, as part <br />of a previous project on Drain #18. Mr. Lysne indicated the design of the Drain #18 <br />extension project in Sections 7 and 8 of Kinyon Township can be modified to avoid any <br />potential impacts to the wetlands while still improving drainage through Sections 7 and 8 <br />of Kinyon Township. Mr. Lysne noted the modified project design would also be <br />discussed with the adjacent property owner where right of way is being secured for the <br />project. The Board discussed the matter and directed Moore Engineering, Inc. to continue <br />with the modified design of the Drain #18 extension in Sections 7 and 8 of Kinyon <br />Township to avoid any potential impacts to wetlands. <br /> <br />It was moved by Manager Thompson and seconded by Manager Lougheed to approve <br />the Purchase Agreement with Gene Foster regarding the Drain #18 extension in Sections <br />7 and 8 of Kinyon Township. Upon roll call vote, the motion carried unanimously. <br /> <br />
