<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />FEBRUARY 22, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on February 22, 2022, at 8:00 a.m. <br /> <br />Present were Wes Ecker, Chairman; Robert Thompson, Manager; Ken Lougheed, <br />Manager; Carol Harbeke Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa <br />Maertens, Administrative Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt Lysne, <br />Brady Woodard and Pat Downs, Moore Engineering, Inc. <br /> <br />Agenda and Minutes <br />It was moved by Manager Thompson, seconded by Manager Lougheed and unanimously <br />carried to approve the order of the agenda and the minutes of the January 25, 2022, <br />meeting, as presented. <br /> <br />Metro Flood Diversion Project <br />Sean Fredricks stated Dylan Brown, the point of contact for the P3 developer regarding <br />the Metro Flood Diversion Project, plans to attend a future Water Resource District <br />meeting to introduce himself and answer any questions the Water Resource District may <br />have at this time regarding the Metro Flood Diversion Project. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Kurt Lysne updated the Board on the Drain #18 extension in Sections 7 and 8 of Kinyon <br />Township. The project design is complete and Moore Engineering, Inc. is continuing <br />negotiations regarding right of way for the project. <br /> <br />Mr. Fredricks stated there were wetland easements previously acquired by the Cass <br />County Drain Board, prior to creation of the Water Resource Districts, as part of a previous <br />project on Drain #18 that are no longer needed and could be released. It was moved by <br />Manager Thompson and seconded by Manager Lougheed to approve and authorize the <br />Chair to sign the Releases of Easement and present them to the Cass County <br />Commission for consideration. Upon roll call vote, the motion carried unanimously. <br /> <br />Drain #32 – request to borrow material from the berm in the SE 1/4 of Section 27 in <br />Noble Township <br />Mr. Fredricks drafted an agreement regarding the request from John Christensen to <br />borrow material from the Drain #32 berm in the SE 1/4 of Section 27 in Noble Township. <br />
