<br />Road Advisory Minutes--August 21,2006 <br /> <br />ROAD ADVISORY COMMITTEE <br />AUGUST 21, 2006--1 :05 PM <br /> <br />1, MEETING TO ORDER <br />Commissioner Ken Pawluk, in the absence of Highway Department Portfolio Commissioner <br />Robyn Sorum, called a meeting of the Road Advisory Committee to order at 1 :05 PM on <br />Monday, August 21,2006, in the Commission Room, Cass County Courthouse. Members <br />were present as follows: Vern Bennett, Darrell Vanyo, Scott Wagner, Ken Pawluk, Keith <br />Berndt and Rich Sieg. Tom Soucy was also present. Robyn Sorum, Jurgen Suhr, Dennis <br />Rust and Mark Johnson were absent. <br /> <br />2. 2007/2008 CONSTRUCTION PROJECTS, Approved. Reviewed <br />Mr. Berndt distributed a summary of the 2007 and 2008 proposed construction projects to <br />committee members. The list for 2007 includes three road projects and one bridge <br />replacement. He also reviewed the proposed 2008 list including seven road projects and five <br />bridge projects. Some of the 2008 bridge projects may be postponed contingent on funding. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve the <br />2007 construction projects as presented by the County Engineer. <br />On roll call vote, the motion carried unanimously. <br /> <br />3. COUNTY HIGHWAY 16, Improvement reauest from Davenport area citizens <br />Darrell Schroeder and Alex McDonald were present to inquire about the County Highway 16 <br />west of Davenport to Highway 18 project. Mr. Berndt said next year the road will be <br />widened and the ditches reshaped along the two miles in question. Mr. Schroeder <br />questioned if ditches will be shaped in compliance with what will be needed when road <br />construction takes place. Mr. Berndt said they will have the proper slope. <br /> <br />4. TURNOVER OF COUNTY HIGHWAYS TO CITIES OF FARGO AND WEST FARGO <br />Mr. Berndt discussed with committee members the proper time and procedure to turn <br />county highways over to the cities of Fargo and West Fargo. Mr. Pawluk stated that a <br />policy should be set so municipalities as well as the county are both aware of when and <br />how county roads will be turned over to cities. Mr. Berndt said in the past they have tried <br />to write a policy regarding turning the roads over to the cities; however, it was <br />unsuccessful because each situation is unique. It was decided at that time the procedure <br />would need to go case by case. Mr. Vanyo stated a policy should be adopted regarding <br />when the process should be started. The policy should include language that county <br />highways will be turned over to the cities of Fargo and West Fargo as the highways are <br />annexed. The details regarding the turnover may need to be looked at on a case by case <br />basis. The policy should not commit future commissions to funding obligations. <br /> <br />Mr. Berndt will compile a map with roads that may be affected and is also willing to write a <br />draft policy for presentation at a future meeting. Mr. Wagner remarked extraterritorial <br />areas are a gray area. Mr. Berndt replied extraterritorial roads stay with the county until <br />the property is annexed into the city. <br />
