METRO FLOOD DIVERSION AUTHORITY <br />APRIL 17, 2020 – 2:00 PM <br /> <br />1. MEETING CALLED TO ORDER <br />A virtual meeting of the Metro Flood Diversion Authority was held on Friday, April 17, 2020. <br />The following members were present: Fargo City Mayor Dr. Tim Mahoney; Fargo City <br />Commissioner Dave Piepkorn; Fargo City Commissioner Tony Grindberg; Moorhead <br />Council Member Shelly Carlson; Cass County Commission Chad M. Peterson; Clay <br />County Commissioner Kevin Campbell; Clay County Commissioner Grant Weyland; West <br />Fargo City Commissioner Mike Thorstad; Cass County Joint Water Resource District <br />Representative Rodger Olson; Diversion Authority Executive Director Joel Paulsen; <br />Jacobs Project Manager Paul Berthel; Jacobs Project Manager Kim Dailey; and DA <br />Executive Assistant Dawn Lindblom. <br /> <br />2. APPROVAL OF MINUTES <br />MOTION PASSED <br />Mr. Weyland moved and Mr. Peterson seconded to approve the minutes <br />from the March 26, 2020, meeting as presented. Motion carried. <br /> <br />3. AGENDA ORDER <br />There are no action items on the agenda so it will be followed as presented. <br /> <br />4. P3 EDUCATION SESSIONS <br />Executive Director Joel Paulsen said the topics presented today were intended to be <br />presented at regular meetings earlier this year, but the impacts of the coronavirus infection <br />and other important action items have reduced the available meeting time to do so. <br /> <br />Mr. Paulsen said the educational sessions include important information for the board to <br />understand the Public Private Partnership (P3) and its relationship to the project. The <br />purpose of each session is to present an individual P3 concept, allow questions, and <br />ensure that all board members understand and know what to expect as the process moves <br />forward. <br /> <br />Kim Dailey and Andrew Dobson of Jacobs presented the educational sessions, which <br />included sessions on Performance Specifications, Quality Protocol, and Oversight and <br />Monitoring. <br /> <br />5. NEXT MEETING <br />The next meeting is scheduled for Thursday, April 23, 2020. <br /> <br />6. ADJOURNMENT <br />The meeting adjourned at 2:54 PM. <br /> <br />
