Commission Minutes--November 20, 1996 1544 <br /> <br />DEPARTMENT HEADS-PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO RF__.AD <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> NOVEMBER 20, 1996 <br /> <br />MEETING TO ORDER <br />Chairman Sharon "Pepper" Toussaint called the special meeting to order at 2:00 PM with all <br />members present as follows: Don Eckert, Alon Wieland, Donna Schneider, Bernie Ness and <br />Sharon "Pepper" Toussaint. <br /> <br />MEETING CLOSED FOR ATTORNEY/CLIENT CONSULTATION MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to close the meeting at <br /> 2:01 PM to discuss anticipated litigation. On roll call vote, motion <br /> carried unanimously. <br /> <br />MEETING OPENED TO THE PUBLIC <br />The meeting was opened to the public about 3:10 PM. MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded that the chairman read <br /> the following press release: Motion carried unanimously. <br /> <br />The local media has requested the report of Barbara Jerich into possible <br />inappropriate conduct in the State's Attorney's Office and related matters, <br />and a report from 1994 regarding related issues. <br /> <br />The Commission is also informed that one or more news organizations <br />intend to commence legal action demanding disclosure of these reports. <br /> <br />The Commission has been sensitive to the privacy concerns of all persons <br />involved in these investigations. The issues in the investigations involve <br />very personal matters. The Commission has not sought to publicize these <br />investigations, nor will it draw conclusions regarding the merits of the <br />concerns or complaints until they have been fully investigated by outside <br />persons. <br /> <br />Two days ago, the Commission received Barbara Jerich's thorough and <br />comprehensive report. The investigation is nearly, but not fully, complete at <br />this point. Certain follow-up matters are necessary to give the Commission <br />the most comprehensive information possible. <br /> <br />The Commission hopes and trusts the public is aware of the difficulty in <br />balancing the need to promptly address the issues raised in the State's <br />Attorney's Office and the need to proceed cautiously before drawing <br />conclusions. <br /> <br /> <br />
