Minutes--June 2, 1992 867 <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ. <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />1992 BOARD OF EQUALIZATION MEETING <br /> JUNE 2, 1992--8:30 AM <br /> <br />MEETING TO ORDER <br />Chairman Alon Wieland called the meeting of the 1992 Cass County Board <br />of Equalization to order with four members present as follows: Don <br />Eckert, Steve Risher, Sharon "Pepper" Toussaint and Alon Wieland. <br />Gene Shannon arrived later. Also present were Frank Klein, County <br />Director of Tax Equalization, Fargo City Assessor Ben Hushka and <br />Stanley Township Appraiser Hans Loraas. <br /> <br />Mr. Klein provided Commissioners with a written report and at this <br />time, highlighted some of the report's statistics. He said there is <br />a 2.43% increase between the 1991 and the 1992 net taxable value. <br /> <br />EQUALIZATION OF CITIES <br />Mr. Klein recommends increasing the residential lots in Prairie Rose <br />City 35% because sales for previous years show that Prairie Rose is <br />underassessed. He also recommended increasing residential structure <br />assessments 4% in the Cities of Casselton~ Page and Amenia in order <br />to put these cities in line with recent selling prices. He believes <br />these adjustments will be acceptable by the State Equalization Board <br />and will deter them from increasing Cass County's assessments. <br /> MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded that <br /> residential lot values be increased 35% in Prairie Rose <br /> City and that residential structure values be raised 4% in <br /> Casselton City, Amenia City and Page City. On roll call <br /> vote, motion carried unanimously. <br /> <br />SUNMART PROPERTY ASSESSMENT APPEAL, 7th Avenue North and University <br />Mr. Klein said he was informed last Friday that Philip Stafne, owner <br />of the Sunmart property on 7th Avenue North and University Drive, is <br />appealing his assessment. Mr. Klein suggested continuing the County <br />Board of Equalization to June 15th to allow him time to inspect the <br />Sunmart property before making a recommendation. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to delay <br /> making a decision on the assessment appeal of Philip <br /> Stafne, owner of the Sunmart property on 7th Avenue North <br /> and University Drive in the City of Fargo. On roll call <br /> vote, motion carried unanimously. <br /> <br />EQUALIZATION OF TOWNSHIPS <br />Mr. Klein recommends increasing residential structure assessments 4% <br />in Stanley, Reed, Raymond, Harwood, Everest and Durbin Townships <br />because of an increase in property values in the metropolitan Fargo- <br />West Fargo area and the Casselton area. <br /> <br />Hans Loraas, Stanley Township Assessor, said Stanley Township is in <br />the process of re-assessing their property and have completed 3 years <br />of a 4-year plan. He agreed the market has been strong in the area <br />but said some of their properties have already been increased since <br />the reassessment started three years ago. <br /> <br /> <br />
