Minutes special meeting--May 6, 1991 659 <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> DRAFT PERSONNEL POLICY MANUAL REVIEW <br /> MAY 6, 1991, 9:00 AM <br /> <br /> Ail five commissioners were present to continue reviewing the draft <br />of a personnel policy manual prepared by a committee consisting of Kathy <br />Hogan, Steve Risher, John Goff, Scott Kildahl and Human Resource <br />personnel. <br /> <br /> Board members read the revised pages of the draft manual made at the <br />last meeting, which was held April 23, 1991. No further changes were <br />made on those pages at this time. <br /> <br /> On Section 7.00, paragraph 6, Mr. Wieland asked who determines the <br />qualifications of those selected to serve on a position review committee. <br />Mr. Risher said training will be provided. Kathy Hogan suggested hiring <br />a consultant on an annual basis to review problem positions and make <br />recommendations to the county commission for final approval. It was the <br />consensus of the commissioners to change the proposed policy accordingly, <br />and not include an emergency clause for reviewing positions other than <br />once a year. <br /> <br /> Some changes were made in Section 7.00 (starting salaries on page 2 <br />of 2), and Mr. Shannon suggested meeting with department heads prior to <br />Commission meetings to discuss new hires and salary. <br /> <br /> On Section 7.00 (merit increases), Mr. Wieland asked how department <br />heads determine who will receive merit raises, and Kathy Hogan said it is <br />a difficult process. She thinks merit increases actually jeopardize the <br />performance evaluation system. It was the consensus of the Commission <br />that merit increases are to be determined in 1992. <br /> <br /> On Section 7.30 (payment of salaries/wages), Ginger Kaufman said <br />seasonal workers may not get their first paycheck from the county for six <br />weeks because the cut-off date for submitting hours is the 15th of each <br />month. At her suggestion, commissioners reached a consensus to change <br />the cut-off date to allow seasonal employees until the 24th of each <br />month, instead of the 15th, to submit their number of hours worked. <br /> <br /> On Section 7.31 (payroll deductions), parking was added to the list <br />of voluntary deductions because a committee reviewing the county parking <br />situation is recommending a fee for those wanting to park in the lot east <br />of the courthouse. <br /> <br /> Also in Section 7.31, it was agreed that a minimum of 15 employees <br />must participate in any program before the Commission will consider <br />authorizing it as a payroll deduction. <br /> <br /> On Section 7.40 (hours of work), summer flex time will be allowed <br />for departments having a plan providing there is no interruption in <br />county business. <br /> <br /> Mrs. Toussaint asked Mr. Risher to include a policy on vehicle <br />purchase and disposition in the new manual. <br /> <br /> Commissioners agreed to continue reviewing the personnel policy <br />manual draft at 1:00 PM, May 20, 1991. <br /> <br /> <br />
