Minutes special meeting--April 23, 1991 658 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />PERSONNEL POLICY MANUAL REVIEW <br /> APRIL 23, 1991, 3:00 PM <br /> <br /> Ail five commissioners were present to review the draft of a <br />personnel policy manual prepared by a committee consisting of Kathy Hogan, <br />Steve Risher, John Golf, Scott Kildahl and Human Resource personnel. <br /> <br /> Steve Risher suggested ending the review of the personnel policy <br />manual at 5:00 PM today or up to section 7.00, whichever happens first. <br />A consensus was reached among commissioners on changes made today up to <br />that section. <br /> <br /> Mr. Risher said the effective date of the manual will be when the <br />county commission approves it. Future changes will be given to employees <br />with a sign-off sheet saying they received notice of policy change, <br />according to Ginger Kaufman, Human Resource Department. <br /> <br /> Mr. Shannon questioned using "orientation period" in section 4.30 <br />because it implies probation period. When the policy is reviewed by legal <br />counsel, Mr. Risher suggested calling attention to this language. <br /> <br /> Mr. Risher said legal counsel will be asked for advice on his <br />recommendation to strike examples of sexual harassment in section 4.40. <br /> <br /> A section on AIDS will be included in the county personnel policy <br />manual before its completion, according to a list of goals provided by <br />Ginger Kaufman. Commissioners also decided to include a section on fees. <br /> <br /> On section 6.10, Commissioners asked Mr. Risher to review the <br />transfer of sick leave in the employment agreement with Social Service <br />Director Kathy Hogan for inclusion in the proposed county personnel policy <br />manual. This section will be referred to legal counsel for advice on <br />listing the type of doctor needed in the requirement for a written <br />statement. <br /> <br /> On section 6.10 (holidays), Mr. Wieland will see if this covers the <br />needs of sheriff department employees. <br /> <br /> On section 6.30 (retirement), a sentence was added that elected <br />officials may choose either North Dakota Public Employees Retirement <br />System (NDPERS) or National Association of Counties (NACo) deferred <br />compensation because they may only serve four years and not become vested <br />in NDPERS. <br /> <br /> At the close of the session, commissioners agreed to continue <br />reviewing the personnel policy manual draft at 9:00 AM, May 6, 1991. <br /> <br />ATTEST: APPROVED: <br /> <br />Michael Montplaisir - County Auditor <br />Cass County, North Dakota <br /> <br />Gene Shannon, Chairman <br />Cass County Board of Commissioners <br /> <br /> <br />
