Minutes--January 28, 1991 617 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />COORDINATED STRATEGIC PLANNING <br /> JANUARY 28, 1991 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order at 3:30 PM on <br />January 28, 1991, at the Cass County Model Office located in the lower <br />level of the Juvenile Justice Center. All Commissioners were present <br />as follows: Don Eckert, Steve Risher, Gene Shannon, Sharon "Pepper" <br />Toussaint and Alon Wieland. Also present was Project Coordinator <br />Scott Kildahl, County Coordinator Bonnie Johnson, Secretary Joyce <br />Schepp, and media representatives. <br /> <br />MISSION STATEMENT, Adopted <br />Mr. Kildahl read the mission statement that was established as a <br />working document at the December 10, 1990, coordinated strategic <br />planning meeting. <br /> <br />Mrs. Toussaint said she was absent from the last two meetings on this <br />topic but has met with Mr. Kildahl about the material. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve the <br /> following mission statement of the Board of Cass County <br /> Commissioners: <br /> MISSION STATEMENT <br /> 1) To develop, approve and administer yearly budgets and <br /> set appropriate mill levies within statutory <br /> constraints. <br /> 2) To determine county policy and strategic planning <br /> decisions in conjunction with County functional <br /> directors to assure that county services mandated by <br /> statute, or determined by policy, are provided <br /> equitably to the citizens of Cass County. <br /> 3) To assure that property tax assessment and collection <br /> is accomplished, as dictated by statute, and <br /> determined by service level in serving the citizens of <br /> Cass County. <br /> In addition, the Commission shall manage and <br /> maintain all County property, purchase and <br /> dispose of such property and supervise the <br /> electoral process for the citizens of Cass <br /> County. <br /> <br />AMENDED MOTION, failed for lack of second <br />Mr. Eckert moved to amend the mission statement by deleting <br />paragraph #2 because it is a duplication of the powers and <br />duties of county commissioners as provided in the century <br />code. Motion failed for lack of a second. <br />AMENDED MOTION, failed for lack of second <br />Mr. Risher moved to amend the mission statement by deleting <br />the word equitably from the last line in paragraph <br />Motion failed for lack of a second. <br /> <br /> <br />
