Comm. Minutes--June 6, 1989 261 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />JUNE 6, 1989 <br /> <br />1. MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />2. MINUTES APPROVED MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded that the <br /> minutes of the previous meeting be approved as written. <br /> Motion carried. <br /> <br />3. EQUALIZATION BOARD, Convened for 1989 <br />The Board of Tax Equalization convened for 1989. Tax Director Frank <br />Klein was present and reviewed statistics for the County for the 1989 <br />assessment. <br /> <br />4. EQUALIZATION OF CITIES MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded to accept the <br /> recommendation of the Tax Director to raise the residential <br /> lots and residential structures in Prairie Rose City 5%. <br /> All other cities and other classes of property are to <br /> remain as equalized by the City Boards of Equalization. On <br /> roll call vote, the motion carried unanimously. <br /> <br />5. EQUALIZATION OF TOWNSHIPS MOTION, passed <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to accept <br /> the recommendation of the Tax Director to raise Reed and <br /> Stanley Townships residential lots and residential <br /> structures 5%. On roll call vote, the motion carried <br /> unanimously. <br /> <br />6. EQUALIZATION, Levy assessments on seed operations <br />Mr. Frank Klein stated that it was brought to his attention that five <br />seed cleaning plants in Cass County were not assessed, but he <br />believes a commercial assessment should be levied on them. Mr. and <br />Mrs. Pyle, Mr. Ernest Buchholz, and Mr. Jim Howe were present, since <br />their plants are among those being recommended for assessment. <br /> <br />Mr. Klein stated that the Mclntyre-Pyle seed cleaning plant was <br />placed on the tax rolls since 1980 but they did ask their township <br />board to remove that assessment this year because competing seed <br />plants were not being taxed. Mr. Klein investigated the matter, and <br />it is his contention that these do not qualify for farm exemption. <br /> <br />Mr. Pyle stated that they feel their assessment is too high, and he <br />would like to have Mr. Klein look at their facility and offer a new <br />valuation. Mr. Buchholz stated that he has a small seed cleaning <br />plant and basically does custom cleaning as a service, especially <br />last year when their own production was low. Mr. Howe indicated, as <br />did the others, that they do not necessarily operate on a commercial <br />basis <br /> <br /> <br />
