169 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />JANUARY 3, 1989 <br /> <br /> District Judge Norman J. Backes administered the Oath of Office <br />to the following newly elected Cass County officials: County Court <br />Judges Georgia Dawson and Frank Racek, County Commissioners Don <br />Eckert, Sharon "Pepper" Toussaint, and Gene Shannon, and to County <br />Superintendent of Schools Joyce Holm, at a ceremony held on the <br />second floor rotunda area of the Courthouse. <br /> <br /> Chairman Don Eckert called the meeting to order in the <br />Commission Room with all members present as follows: Oscar Sondrall, <br />Alon Wieland, Don Eckert, Sharon "Pepper" Toussaint, and Gene <br />Shannon. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting of December 20, 1988, be approved as written. <br />Motion carried. <br /> <br /> The first order of business was to appoint a Chairman and Vice <br />Chairman for 1989. Mr. Wieland suggested suspending the rotation <br />method, as was done once in the past, and reappoint Don Eckert as <br />Chairman and appoint Gene Shannon as Vice Chairman for 1989. The <br />motion died for lack of a second. <br /> <br /> Mr. Shannon stated that he would support Oscar Sondrall for <br />Chairman rather .than appointing the same person for two years, and he <br />moved to nominate Mr. Sondrall. However, Mr. Sondrall declined <br />because he felt that his hearing deficiency would be a handicap at <br />meetings outside of the County Commission Room. Mr. Eckert asked for <br />a second to Mr. Shannon's motion and hearing none, declared that the <br />motion died for lack of a second. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to restate an <br />earlier motion to reappoint Don Eckert as Chairman and Gene Shannon <br />as Vice Chairman for the period of one year, with the idem that the <br />rotation will begin with the next term. The motion carried on roll <br />call vote with Mr. Sondrall, Mrs. Toussaint, and Mr. Wieland voting <br />"Aye". Mr. Shannon voted "No" because he supports the concept of <br />rotation. Mr. Eckert passed his vote. <br /> <br /> Mr. Shannon moved and Mrs. Toussaint seconded to re-establish <br />that the Commission is using Robert's Rules of Order as the basic <br />business guidelines for County Commission meetings. Motion carried. <br /> <br />Carl Altenbernd from the Lake Agassiz Regional Council and Cam <br />Start of Start Display Fireworks appeared before the Board and <br />presented an application for Community Development Block Loan funds <br />in the amount of $60,000.00 to locate a new building north of Arthur <br />for the production of a new fireworks display. Mr. Altenbernd stated <br />that technically this is a public hearing which was advertised in The <br />Forum, Cass County's official newspaper. Mr. Sondrall moved and. <br />Mr. Shannon seconded that the Cass County Commission authorize the <br />submittal of an application for Community Development Block Loan <br />funds on behalf of Start Fireworks. Chairman Eckert asked for any <br />comments from the public. Mr. Start explained the new production. <br /> <br /> <br />
